'l buring an NRC inspection conducted on August 5,1987, a violation of NRC seguirements was identifud. The violation involved failure to follow the approved procedure for the control of maintenance / repair activities. In accordance with the " General Statament of Policy hnd Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1987), the violation is listed below: ' ,

Contrary to the above, a repair activity was observed.on the fuel-handling j system transfer cart shear pin in violation of the procedure. An MhR had 9 not been bpproved and the repair work was improperly commenced on an sittgency basis when there was no direct safety hazard to personnel or q egatpent which would justify an emergency classification. i This is a Severity Level IV violation.
