SUBJECT:

FALSIFICATION OF TEST RECORDS INVOLVING CONCRETE AGGREGATE The Houston Lighting and Power Company informed NRC's Region IV office of an incident involving the falsification of concrete aggregate test records for the South Texas Project by a Pittsburg Testing Laboratories (PTL) employee.

According to the HL&P Project QA Manager, a PTL Level I concrete inspector assigned to test concrete fine aggregate for aggregate size and moisture , . .

With regard to the falsification of aggregate moisture content test re-cords, the HL&P Proje c.c QA Mangty,er was unable to provide specific details.

The Project QA Manager stated that the involved aggregate tests for moisture and gradation of the stockpiled aggregate used in batching l Category I concrete had been rerun and found to be acceptable. Brown

& Root, Inc. , the site constructor, and PTL with HL&P overview are

. continuing an evaluation of test result records in other areas where the employee worked.

The allegation was received by PTL on January 27, 1977, and was reported to HL&P af ter a preliminary investigation on January 31, 1977. HL&P notified the Region IV office on February 1,1977, af ter ~ reviewing the matter with PTL and Brown & Root.
