i Enclosed is a revised version of the University of Utah  !

proposed Emergency Plan submitted in response to your staff review and evaluation. The responsibilities of the individuals who would respond to an emergency at the reactor facility have been clarified. The Reactor Administrator has no direct responsibility for emergency response. The lines of succession for individuals filling the emergency response positions are not specified in the Plan; they are provided in the implementing procedures.

Section 4 has been expanded to ' identify explicitly which classes of off-site emergencies are not credible for the University of Utah reactor facility. Section 5 has been rewritten to identify specific action levels, and corrective or protective actions, for accidents or emergency situations considered credible for our reactor facility.

Inconsistencies in terminology and in labeling of figures have been corrected.
