Dear Sir / Madam:

In support of the University of Utah's desire to voluntarily surrender operating license R-25 (Docket No. 50 72) for the AGN 20lM nuclear reactor, serial no.107, the enclosed document is submitted as application for permission to decommission said reactor. This Decommissioning Plan (DP) is submitted pursuant to 10 CFR 50.82(a) for review and approval by the staff of the Nuclear Regulatory Commission. Following implementation of the NRC-approved DP; dismantling, decontamination, and disposal of contaminated component parts and wastes; conduction of the termination radiation survey; and confirmation of the surveys by NRC, the University of Utah further requests permission to tenninate license R-25.

At the present time, the fuel has been removed from the reactor and is stored in an NRC-approved storage facility within the controlled access area of the Nuclear Engineering Laboratory. ~ Arnmgements have been made with DOE Idaho Operations Office to assist in the transfer of the fuel to the Y-12 Scrap Plant in Oak Ridge, Tennessee. It is anticipated that the fuel will be shipped from the facility before 1 September 1990.

The enclosed DP is believed 'to be self-contained and should provide all the infonnation necessary to enable its review by NRC staff. In addition, the plan addresses the financial responsibility requirements to assure that sufficient funds are available to decommission t'a reactor and therefore satisfies the requirements of 10 CFR 50.33(k)(2).
