Dear Madam / Sir:
Enclosed please find copies of Revision 3 of the Physical Security Plan dated 19 February 1992 and submitted in accordance with 10 CFR $0.4(iv). These documents are not intended for public disclosure as provided by 10 CFR 2.790(d)(1) and are sealed in a separate envelope marked as containing proprietary security information.
The major changes in this revision reflect the fact that the SNM for the AON-20lM traming reactor (License No. R-25) has been shipped offsite in preparation of decommissioning as reported in the 1991 Annual Operating Report for the AGN reactor, in addition, the plan documents installation of an enhanced security system in the facility. These changes have been reviewed by the Reactor Safety Committee which concluded that the changes do not =
decrease the safeguards effectiveness of the plan.
