Revision 4, Physical Security Plan for the protection of SNM oflow Strategic Significance: Docket Nos. 50-72 and 50-407, License Nos. R-25 and R-126 University of Utah Nuclear Engineering Laboratory

Dear Mr. Martin:

1 In accordance with 10 CFR 50.4 (iv),I have enclosed the changes to the Phy:;ical Security Plan  !

dated July 15,1993. This documentation, sealed in a separate envelope labeled proprietary security information , is not intended for public disclosure as stipulated in 10 CFR 2.790(d)(IL Please consider this communication as fulfilling the 10 CFR 50.54 p (2) requirement to repon changes in the Security Plan. Based on an analysis documented in the Modification Authorization entitled "MA-6", these changes have not Irduced the effectiveness of the current plan. 'Ihe analysis was conducted by a member of NEL operating staff and independently reviewed by two members of our Reactor Safety Committee.

As required, the security document has been updated to reflect the changes within the facility.

Door 5 was removed. Since this door is within our defined CAA, security effectiveness remains i the same. Pages 2 (underlined text) and 16 (Figure 1.2) of the security plan were modified to  !

reflect this change. In addition, we installed improved locks and lockguards on the outer perimeter of door 6. As required, the documented analysis and perfonned reviews will be retained for at least three years and made available upon request by approved NRC personnel.

1 There was one change to the security document unrelated to the upgrade. Figure 1.1 was replaced -

by the current version. The old version of the figure is not compatible with the approved security plan text. The new Figure 1.1 is consistent.
