28 February 1996. Please consider this communication a fulfillment of the 10 CFR 50.54 q (2) rec uirement to report changes in the Emergency Plan. Editorial changes made at this time have not rec uced the effectiveness of the current plan. The analysis was conducted by a member of the CENTER operating staff and was independently reviewed by two members of our Reactor Safety Committee.
