I REGISTRY OF RADIOACTIVE SEALED SOURCES AND DEVICES l SAFETY EVALUATION OF SEALED SOURCE (AMENDED IN ITS ENTIRETY)

NO.: NR-460-S-143-S DATE: SEP 2 01990 PAGE 2 OF 5 SEALED SOURCE TYPE: Gamma Source DESCRIPTION:

The source is doubly encapsulated in 304 stainless steel. Both the inner and outer capsules are closed by a plug and by TIG welding. The minimum wall thickness of both the inner and outer capsules is 0.025".

The Cesium-137 is in the form of inert ceramic microspheres with a size distribution within the range of 30-200 microns. The source is a cylinder, 0.280" in diameter by 0.750" long.

DIAGRAM:

An engineering drawing (DWG. NO. 12-1921-0683-4) of the tource is shown in attachment 1.

LABELING:

The sealed sources are engraved with their serial number, isotope, and activity.

CONDITIONS OF NORMAL USE:

The sealed source is for use in gauging devices and is installed  ;

in the gauging device by the device manufacturer.

PROTOTYPE TESTING:  ;

The sealed source Model 4P6E was prototype tested to ANSI N542. l The following test were performed: i CLASS TEST CRITERIA

-Temperature 6 min: -40*C (20 min) max: 800*C (1h) I thermal shock: 800*C to 20*C

-External Pressure 6 25,000 psi

-Impcct 5 Skg from 1 meter

-Puncture 5 300g from 1 meter j l

SEALED SOURCE TYPE: Gamma Source l

PROTOTYPE TESTING (CONT.):

i Upon completion of each test, the source was subjected to the wipe'(smear) test and the immersion with boiling test. After the external pressure test, the source was subject to the zero weight change test in addition to the above test. In all cases, The source met the pass / fail criteria.

An engineering evaluation was performed on the 4P6E to prove it could pass the vibration test and meet the Class 4 requirements.

The source was therefore given the classification of 77C66545.

EXTERNAL RADIATION LEVELS:

Radiation dose rates were calculated for a 2.0 curie Model 4P6E.

- The dose. rates are based on a NBS traceable standard and are as

! -follows:

341,136 mr/hr 9 5 cm l 9,476 mr/hr 9 30 cm 842 mr/hr 9 100 cm f OUALITY ASSURANCE AND CONTROL:-

l. The quality program used to ensure the sealed sources are 4 L fabricated to NRC approved design is based on Mil-Q-9858-A l guidelines. The program has been previously accepted for

. licensing purposes by NRC.- The program includes the following

. procedures.

L 1. .The inner capsule is wipe tested after being sealed.

L L

2.- Conventional bubble type _ leak test is performed on the inner capsule.

t

3. After assembly, conventional bubble type leak test is l performed on the outer capsule.

,4 . TheLeompleted source'is wipe tested after manufacture and again prior to shipment.

NO : NR-460-S-143-S DATE: SEP 2 0 Heg PAGE 4 OF 5 SEALED SOURCE TYPE: Gamma Source OUALITY ASSURANCE AND CONTROL (CONT.):

i In all cases the leak test must be negative as determined by the i absence of bubbles and the wipe tests must show less than 0.0002

' microcurie of removable cesium-137.

LIMITATIONS AND/OR OTHER CONSIDERATIONS OF USE:

The device shall only be distributed to specific licensees of NRC or Agreement States.

Handling, storage, use, transfer, and disposal: To be determined by the licensing authority. In view that these sources exhibit high dose rates, the sources should be handled by experienced licensed personnel using adequate remote handling equipment and procedures.

The sealed sources shall be leak tested at intervals not to exceed 6 months using techniques capable of detecting l 0.005 microcurie of removable contamination.

This registration sheet and the information contained within the references shall not be changed without the written consent of the NRC. 1 i

SAFETY ANALYSIS

SUMMARY

Based on review of Minnesota Mining and Manufacturing's sealed source, Model 4P6E, and the information and test data cited below, we continue to conclude that this sealed source is acceptable for specific licensing purposes.

Furthermore, we continue to conclude that this sealed source  ;

would be expected to maintain its containment integrity for normal conditions of use and accidental conditions which might occur during uses specified in this certificate.
