REGISTRY OF RADIOACTIVE SEALED SOURCES AND DEVICES SAFETY EVALUATION OF DEVICE l N_Q1 NR-8109-D-801-S DATE: May 26, 1999 PAGE 2 OF 6 DEVICE TYPE: Pipe Thickness Gauging Device DESCRIPTION: This device uses a Gamma Industries Pipeliner Model 300 Industrial Radiography Camera with no modifications made on the camera. The Pipeliner Model 300 device is a right circular cylinder, approximately 5-1/2" (13. 97 cm) tall and 4-3/4" (12.07 cm) in diameter, with a lock box attached to one side and consists of a depletad uranium shield enclosed in a stainless steel housing. The housing has two attaching rings, one machined into the surface at the bottom of the device and one 1 inch from the top. The top and lock box are heliarc (TIG) welded to the device. The cover plate is aluminum and is bolted to the device using six 1/4-20, 1" (2.54 cm) bolts. The cover plate holds in place a tungsten collimator, which has a 3/16" (4.76 mm) diameter beam port. The depleted uranium shield used in the Pipeliner Model 300 is a right circular cylinder with the top taking a hemispherical dome configuration. The shield is 3.842" (9.76 cm) in diameter by 4.156" (10.56 cm) in length. A snap ring holds the source capsule securely into a tungsten insert which has been pressed into a hole centered on the outside edge of a 2.187" (5.55 cm) diameter by 1" (2.54 cm) thick depleted uranium wheel. The source wheel is rotated by a tungsten shaft which is 0.375" l (9.53 mm) in diameter at the wheel and 0.5" (1.27 cm) in diameter at the locking mechanism. The wheel is secured to the shaft with a Woodruff key. The source position in the Pipeliner Model 300 is controlled by rotation of the tungsten shaft. In the shielded position the ' source is 180 degrees from the cover plate and oriented towards the dome part of the depleted uranium shield. A plunger-type lock, which has been modified by the manufacturer for this particular application, is incorporated to lock the source in either the " exposed" or the " shielded" positions. The tungsten  ; shaft is fitted with a knurled knob which has an arrow engraved to point to the "off" or "on" position. The "off" and "on" positions are stamped into the front of the lock box to indicate l When the source is exposed or shielded. arrangement is made of aluminum, excluding the nuts, bolts and washers which are made of brass or steel. There is a 1H inch (3.81 cm) lead block shielding behind the detector to attenuate the gamma beam. l LABELING: The Pipeliner Model 300 bears the manufacturer's name plate which specifies that it contains approximately 26 pounds (11.8 kg) of depleted uranium. The plate.also specifies the isotope and the maximum activity permissible. A second plate is attached to the device _which specifies the source manufacturer, model number, serial number, activity, and date of calibration. Two other identical-labels with the' conventional radiation caution symbol state;" Danger, Do Not Handle - Radioactive Material, Notify Gamma Industries, Baton Rouge, Louisiana, or Civil Authorities."

 .There is an additional marking on the Model GH-11 which consists of'a 3 x 3 inch (7.62 x 7.62 cm) radiation symbol bearing the model number of-the gauge.

DIAGRAMS: See Attachments 1 and 2. EXTERNAL RADIATION LEVELS: Attachment 2 contains radiation. profiles taken with the shutter opened and-closed. Radiation levels at the surface of the  : assembly.are less than 1 mr/hr (10 Sv/hr) so no distance 1 requirements are necessary.

CONDITIONS OF NORMAL USE: j The Model GH-11 is designed for use as a rotating camera for gauging pipe wall thickness. It can be permanently mounted or can be used in a mobile unit. It should be used at ambient temperatures and pressures. It is, for all practical purposes, water proof and operations in outside weather should have no l effect on the internal components. j i PROTOTYPE TESTING: The source shield is made of tungsten alloy to prevent loss of shielding in a fire. Impact testing of the wall thickness assembly to include the source container was conducted with the shutter in the OFF position and the camera stayed in the OFF position showing the reliability of the shutter locking device. Rotational testing was conducted with the shutter in the ON j position and the Lhutter stayed in the ON position demonstrating the reliability of the cam lock assembly and shutter assembly. Since the unit is employed in a rotational environment up to 10 RPM, rotational tests were made to ensure its integrity during rotation. ' OUALITY ASSURANCE AND CONTROL: Each unit is assembled according to the specifications detailed in the manufacturer's drawings. Prior to shipment, the shielding for each unit and the shutter operation will be tested. Each source will be wipe tested and after installation of the camera, each unit will be surveyed. A record of this survey is maintained by the manufacturer as a reference. The same limitations and/or other considerations of use listed for the Gamma Industries Pipeliner Model 300 camera apply also.

  • The Model GH-ll Gauge manufacturer will provide user training in the operation and safe use of the gauge.

The gauge should be used according to the Operating and Safety Manual developed by the manufacturer.

  • The gauge manufacturer recommends that all mechanical mount screws should be checked daily or prior to use.

Licensees should provide personnel with film badges or dosimeters and survey meters. SAFETY ANALYSIS

SUMMARY

. The Model GH-ll device is no longer manufactured or distributed by Tiecor, Inc. and Tiecor, Inc. is no longer in business. Therefore, the registration certificate is being converted to an inactive registration certificate. The device was originally approved for licensing purposes by the Arkansas Division of Radiation Control and Emergency Management Programs. NRC attempted to obtain copies of all information submitted by the registrant in support of the evaluation. However, NRC could not locate all the information. Therefore, no safety evaluation of the device was performed as part of the conversion of the certificate to inactive status.

Dear Mrs. Nagle:

Your letter of August 30, 1983 requested the following information concerning the Tiecor Wall Thickness Device.

                !.1         This device uses a Gamma Industries Pipeliner Model 300 Camera with no modifications. It contains 3 curies of Cesuim-137 manufactured by Gamma Industries Model VDHP.                            No other sources are used in the camera.

V 2. Tiecor has incorporated this camera into a rotating device for scaning the 0.D. of tubes. This entire device has been designated as a Tiecor Model GH-11 wall thickness device. 3 a. n al is enclosed for this unit and it The May describes the operation of the unit,

b. Drawing #400-254 shows the camera mounting arrangement. All materials except nuts, bolts and washers are made of aluminum.
c. The fabrication methods of the camera holding assembly is by nuts and bolts. The lead shield box is welded construction with the lead poured in while in a melted state.
d. Drawing #400-254 and 400-285 give most of the dimensions of this unit.
e. Drawing #400-254 shows how the camera is held in the rotating device.
f. Drawing #400-254 item 8 shows the additional lead shielding.

j This is to keep radiation from emitting when the camera is open. Drawing 400-285 shows this and v the radiation reading with the camera opened and closed.

i! I b 4 1 w' 4 . Drawing #400-285 shows that the maximum reading on I the surface of the Tiecor IV Uni _t (not surface of rotating f device) is .3 MR/HR. People can remain in the vicinity of l the device. When in use people can get no closer than the surface of the Tiecor IV Unit. When the rotation is stopped ( there is still no way to get closer than the surface of unit j except by purpose to do maintenance or repairs. No special 3 J distances such as required in radiography are required because j of the addition of lead shielding in the path of the beam. j

               ~l5     The expected useful lifetime of the Tiecor IV unit is 8 years.      The expected useful life of the Camera and sou'rce   l is undetermined but should exceed the Tiecor IV life.                 l
6. The labeling and marking with radiation symbol is on the end of the camera that is up in the drawing. This marking and source information is placed on the camera by Gamma Industries. Additional marking consists of a 3 x 3 diamond p_adiation sticker on the unit in the vicinity of the rotating unic that is visible at all times.

ifl The operators manual for the Tiecor Model GH 11 wall thickness device is included. This is for the operation of the wall thickness device as used on the Tiecor IV type units.

8. a' Installation. Tiecor will mount camera on the rotating (device but will not modify or change the camera or source in any manner.

L- b. Leak testing will be performed on sources in Tiecor's possession using a leak kit furnished by Nuclear Sources and Services or similar qualified supplier. Analysis will be done by the supplier of the leak test kit. L c. None of this will be done. If this is required, it will be done by outside qualified sources, v/ d. No Source replacement. The entire camera with source installed might be exchanged for a similar camera with source, but Tiecor will never separate the two.

                     'e. Disposal will be by an authorized agency approved to dispose of both camera and source.

6 'f. User training will consist of training the user personnel in the operation and safety of such devices. The operating manual and safety precautions will serve as the guide for training with emphasis on NRC and State Regulations for handling, use and storage of radioactive sources. L-9 Drawing #400-285 gives radiation readings taken with the shutter on the camera both open and closed.

t l' l - REGISTRY OF RADIOACTIVE SEALED SOURCES AND DEVICES SAFETY EVALUATION OF DEVICE l NO: NR-8109-D-801-S DATE: May 26, 1999 PAGE 2 OF 6 l DEVICE TYPE: Pipe Thickness Gauging Device DESCRIPTION: This device uses a Gamma Indu'stries Pipeliner Model 300 Industrial Radiography Camera with no modifications made on the camera. The Pipeliner Model 300 device is a right circular cylinder, approximately 5-1/2" (13.97 cm) tall and 4-3/4" (12.07 cm) in diameter, with a lock box attached to one side and consists of a depleted uranium shield enclosed in a stainless steel housing. The housing has two attaching rings, one machined into the surface at the bottom of the device and one 1 inch from the top. The top and lock box are heliarc (TIG) welded to the device. The cover plate is aluminum and is bolted to the device using six 1/4-20, 1" (2.54 cm) bolts. The cover plate holds in place a tungsten collimator, which has a 3/16" (4.76 mm) diameter beam port. The depleted uranium shield used in the Pipeliner Model.300 is a right circular cylinder with the top taking a hemispherical dome configuration. The shield is 3.842" (9.76 cm) in diameter by 4.156" (10.56 cm) in length. A snap ring holds the source capsule securely into a tungsten insert which has been pressed into a hole centered on the outside edge of a 2.187" (5.55 cm) diameter by 1" (2.54 cm) thick depleted uranium wheel. The source wheel is rotated by a tungsten shaft which is 0.375" (9.53 mm) in diameter at the wheel and 0.5" (1.27 cm) in diameter at the locking mechanism. The wheel is secured to the shaft with a Woodruff key. The source position in the Pipeliner Model 300 is controlled by rotation of the tungsten shaft. In the shielded position-the source is 180 degrees from the cover plate and oriented towards the dome part of the depleted uranium shield. A plunger-type lock, which has been modified by~the manufacturer for this particular application, is incorporated to lock the source in either the " exposed" or the " shielded" positions. The tungsten l shaft is fitted with a knurled knob which has an arrow engraved j to point to the "off" or "on" position. The "off" and "on" l positions are stamped into the front of the lock box to indicate when the source is exposed or shielded. The sources can be locked in the "on" position so that while the unit is being operated for pipe inspection, the source will remain in a rigid

The Model GH-11 pipe thickness gauge is a rotating device consisting of the source and source housing (camera), an electronic detector, a mechanical device to rotate the source-detector assembly around the pipe and an electronic processing

unit with digital and analog readout. The camera mounting arrangement is made of aluminum, excluding the nuts, bolts and l washers which are made of brass or steel. There is a 1H inch (3.81 cm) lead block shielding behind the detector to attenuate i the gamma beam.

LABELING: The Pipeliner Model 300 bears the manufacturer's name plate which  ! specifies that it contains approximately 26 pounds (11.8 kg) of depleted uranium. The plate also specifies the isotope and the maximum activity permissible. A second plate is attached to the device which specifies the source manufacturer, model number, l serial number, activity, and date of calibration. Two other identical labels with the conventional radiation caution symbol I state " Danger, Do Not Handle - Radioactive Material, Notify Gamma Industries, Baton Rouge, Louisiana, or Civil Authorities." l There is an additional marking on the Model GH-ll which consists of'a 3 x 3 inch (7.62 x 7.62 cm) radiation symbol bearing the model number of the gauge. DIAGRAMS: See Attachments 1 and 2. EXTERNAL RADIATION LEVELS: Attachment 2 contains radiation profiles taken with the shutter opened and closed. Radiation levels at the surface of the assembly are less than 1 mr/hr (10 Sv/hr) so no distance requirements are necessary.

It can be permanently mounted or can l be used in a mobile unit. It should be used at ambient l temperatures and pressures. It is, for all practical purposes, l water proof and operations in outside weather should have no l effect on the internal components. l i PROTOTYPE TESTING: l The source shield is made of tungsten alloy to prevent loss of shielding in a fire. Impact testing of the wall thickness assembly to include the source container was conducted with the l shutter in the OFF position and the camera stayed in the OFF 1 position showing the reliability of the shutter locking device. Rotational testing was conducted with the shutter in the ON position and the shutter stayed in the ON position demonstrating the reliability of the cam lock assembly and shutter assembly. Since the unit is employed in a rotational environment up1to 10 RPM, rotational tests were made to ensure its integrity during rotation. OUALITY ASSURANCE AND CONTROL: Each unit is assembled according to the specifications detailed in the manufacturer's drawings. Prior to shipment, the shielding _ for each unit and the shutter operation will be tested. Each source will be wipe tested and after installation of the camera, each unit will be surveyed. A record of this survey.is maintained by the manufacturer as a reference. SUMMARY

The Model GH-11 device is no longer manufactured or distributed by Tiecor, Inc. and Tiecor, Inc. is no longer in business. Therefore, the registration certificate is being converted to an inactive registration certificate. The device was originally approved for licensing purposes by the Arkansas Division of Radiation Control and Emergency Management-Programs. NRC attempted to obtain copies of all information submitted by the registrant in support of the evaluation. However, NRC could not locate all the information. Therefo.e, no safety evaluation of the device was performed as part-of the conversion of the certificate to inactive status. l l l

REGISTRY OF RADIOACTIVE SEALED SOURCES AND DEVICES SAFETY EVALUATION OF DEVICE NO: NR-8109-D-801-S DATE: Fby 26,1999 PAGE 2 OF 6 DEVICE TYPE: Pipe Thickness Gauging Device DESCRIPTION: l 1 This device uses a Gamma Indu'stries Pipeliner Model 300 j Industrial Radiography Camera with no modifications made on the ' camera. j The Pipeliner Model'300 device is a right circular cylinder, approximately 5-1/2" (13.97 cm) tall and 4-3/4" (12.07 cm) in diameter, with a lock box attached to one side and consists of a depleted uranium shield enclosed in a stainless steel housing. The housing has two attaching rings, one machined into the surface at the bottom of the device and one 1 inch from the top. The top and lock box are heliarc (TIG) welded to the device. The cover plate is aluminum and is bolted to the device using six 1/4-20, 1" (2.54 cm) bolts. The cover plate holds in place a tungsten collimator, which has a 3/16" (4.76 mm) diameter beam port. The depleted uranium shield used in the Pipeliner Model 300 is.a , right circular cylinder with the top taking a hemispherica'l dome j configuration. The shield is 3.842" (9.76 cm) in diameter-by 1 4.156" (10.56 cm) in length. A snap ring holds the source capsule securely into a tungsten insert which has been pressed i into a hole centered on the outside edge of a 2.187" (5.55 cm) diameter by 1" (2. 54 cm) thick depleted uranium wheel. The' source wheel is rotated by a tungsten shaft which is 0.375" l (9.53 mm) in diameter at the wheel and 0.5" (1.27 cm) in diameter  ; at the locking mechanism. The wheel is secured to the shaft with-  ! a Woodruff key.  ! The source position in the Pipeliner Model 300 is controlled by rotation of the tungsten shaft. In the shielded position the source is 180 degrees from the cover plate and oriented towards the dome part of the depleted uranium shield. A plunger-type lock, which has been modified by the manufacturer for this , I particular application, is incorporated to lock the source in-either the " exposed" or the " shielded" positions. The tungsten i shaf t is fitted with a knurled knob which has an arrow en' graved i to point to the "off" or "on" position. The "off" and "on" positions are stamped into the front of the lock box to indicate l when the source is exposed or shielded. The sources' can'ber locked in the "on" position so that while the unit is bei'ng operated-for pipe inspection, the source will remain in~aJrigid-

The Model GH-11 pipe thickness gauge is a rotating device consisting of the source and source housing (camera), an electronic detector, a mechanical device to rotate the source-detector assembly around the pipe and an electronic processing unit with digital and analog readout. The camera mounting arrangement is made of aluminum, excluding the nuts, bolts and washers which are made of brass or steel. There is a 14 inch (3.81 cm) lead block shielding behind the detector to attenuate i the gamma beam. LABELING: The Pipeliner Model 300 bears the manufacturer's name plate which specifies that it contains approximately 26 pounds (11.8 kg) of

depleted uranium. The plate also specifies the isotope and'the i maximum activity permissible. A second plate is attached to the ' device which specifies the source manufacturer, model number, serial number, activity, and date of calibration. Two other identical labels with the conventional radiation caution symbol state " Danger, Do Not Handle - Radioactive Material, Notify Gamma Industries, Baton Rouge, Louisiana, or Civil Authorities." There is an additional marking on the Model GH-11 which consists of'a 3 x 3 inch (7.62 x 7.62 cm) radiation symbol bearing the model number of the gauge. 1 DIAGRAMS: l See Attachments 1 and 2. EXTERNAL RADIATION LEVELS: Attachment 2 contains radiation profiles taken with the shutter opened and closed. Radiation levels at the surface of the assembly are less.than 1 mr/hr (10 Sv/hr) so no distance requirements are necessary.

l REGISTRY OF RADIOACTIVE SEALED SOURCES AND DEVICES SAFETY EVALUATION OF DEVICE NO: NR-8109-D-801-S DATE: Phy 26,1999 PAGE 4 OF 6 DEVICE TYPE: Pipe Thickness Gauging Device CONDITIONS OF NORMAL USE: The Model GH-11 is designed for use as a rotating camera for gauging pipe wall thickness. It can be permanently mounted or can be used in a mobile unit. It should be used at ambient temperatures and pressures. It is, for all practical purposes,  ; water proof and operations in outside weather should have no effect on the internal components. ' PROTOTYPE TESTING: The source shield is made of tungsten alloy to prevent loss of shielding in a fire. Impact testing of the wall thickness assembly to include the source container was conducted with the shutter in the OFF position and the camera stayed in the OFF position showing the reliability of the shutter locking device. Rotational testing was conducted with the shutter in the ON position and the shutter stayed in the ON position demonstrating the reliability of the cam lock assembly and shutter assembly. Since the unit is employed in a rotational environment up to 10 RPM, rotational tests were made to ensure its integrity during rotation. ! OUALITY ASSURANCE AND CONTROL: i Each unit is assembled according to the specifications detailed in the manufacturer's drawings. Prior to shipment, the shielding j for each unit and the shutter operation will be tested. Each source will be wipe tested and after installation of the camera, each unit will be surveyed. A record of this survey is maintained by the manufacturer as a reference. i LIMITATIONS AND/OR OTHER CONSIDERATIONS OF USE: Tiecor, Inc., Model GH-11 Pipe Thickness Gauge is to be distributed only to individuals or firms having a specific license issued by the NRC or an Agreement State.

The Model GH-11 Gauge manufacturer will provide user l training in the operation and safe use of the gauge. The gauge should be used according to the Operating and Safety Manual developed by the manufacturer. The gauge manufacturer recommends that all mechanical mount screws should be checked daily or prior to use. l Licensees should provide personnel with film badges or dosimeters and survey meters. SAFETY ANALYSIS

SUMMARY

The Model GH-11 device is no longer manufactured or distributed by Tiecor, Inc. and Tiecor, Inc. is no longer in business. Therefore, the registration certificate is being converted to an inactive registration certificate. The device was originally approved for licensing purposes by the Arkansas Division of Radiation Control and Emergency Management Programs. NRC attempted to obtain copies of all information submitted by the registrant in support of the evaluation. However, NRC could not locate all the information. Therefore, no safety evaluation of the device was performed as part of the  ; conversion of the certificate to inactive status. I i l
