Dear Sir:

Recently we heard that your department is planning to issue a full operating license for Shoreham Nuclear Plant in Lon6Island N.Y.

We are writin6 to let you know hhat we are strongly opposed to the licensing of Shoreham. The reasons are multifold see attached list.

The P. cdecisions of the Courts not only the federal courts and the New York State Courts corrluded this Shoreham plant is unreasonably unprudently constructed and is in gross inefficent, and improper in its construction.

The LILCOs fines and inproper mana6 6 nt, engineering designs and qualify of control programs place the citizens of New York and the citizens of Connecticut in jeopardy.

The judges who rade this dscision also concluded that LILCC acted imprudently by selecting the Mark 11 contalment design whickxixxaxxurinxxaf The LILCO didnt assess the suitability of any new containment i and didnt run any verificatica testing for assessing its capabilities as required by the NRC . They also failed to adopt a systeratic approach for . resolving the hydrodynamic problems once they were discovered. The judges concluded LLCO mismanaged the task of correcting the hydrodynamic load problems .

Please let me know of your commissions decision as per freedom o,f I t8 formation Act. and 'let me know of your thoughts on this matter.

I believe that the elected of ficials of the NRC take an oath to protect the publics health safety and welfare and to tell the public the truth regading the effects of Shoreham licensing. 1Aplan approved by your department will only act against citizens rights' under the Constitution and would definitely jdpardize all Americans.

2. It has been proved by exofficials (commissioners) that the r plant is unsafe and faulty inferior products where used in its construction. Various bends in the cooling. systems.
