R/B ASSOCIATES RABINER/BERNHARD 100 RING ROAD WEST GARDEN CITY NEW YORK 11530 (516)248 1146 June 5, 1989 U.S. Nuclear Regulatory Commission Document Control Desk Washington, DC 20555 Gentlemen:

I am deeply concerned about the possibility of the transfer of the Shoreham license from LILCO to the State of New York for purposes of decommissioning and dismantling the plant.

Long Island desperately needs the power that Shoreham can generate. If Shoreham does not come on line there is no question that we will be faced with brown-outs and even the possibility of black-outs at times of peak demand.

In order to meet the demand for additional power LILCO will have to construct three oil-fired turbine powered generators. These will be costly to build and very expensive to operate. They will use. polluting fossil fuel adding to the air pollution of the Long Island area.

If it is not possible to authorize the plant to operate then it so that it can be used in the future. It should be preserved should not be destroyed as provided in the agreement between New York State and LILCO.

Please do all that you can to see that Shoreham is permitted to operate.

Yours most'\\ sincerely, R/B ASSOCI ES L zc &
