Dear Mr. Margulies,
I attended the Commission's hearing on the evacuation plan for the Shoreham plant, that were held in Riverhead, L I..
Although I arrived at the hearing before 8: 00 Am, there were already several pages of signatures of people intending to be heard.
~
I stayed at the hearing until noon time, but the anti-Shoreham people had the sp' aking list stacked so I had no opportunity to e
address the Board.
l'; 11 I'm enclosing a letter, pubiishd in Newsday, it expresses what I intended to say. [fope' you will find time to read it before the on Board makes a decision Shoreham and its evacuation plan.

l Hearings Missed the Point T
The reeert Nuclet-Ecguistc.rv 6mmisson I
hearinp in Mineola, Rivernead s'nd Hauppauro failed in their announced purpose, to discuss a 10-mile evacuation plan. Instead, they provided a
. forum for those opposed to licensing the Shore--
ham nuclear power plant.
.3 These heanngs are required so that the resi-dents of the affected areas will have an oppo,rtu-
' nity to express their concerns about the
~~.
t evacuation plan, which is for a designa area 10 miles around the plant. However, this purpose f was not adhered to at any of the hearmas. Every -.
rere en-to evacuation im,hed asut wouid he...
i nece, ssary to evacuate alf ofIang Island.
~
A congested I4ng Island Expressway was re-j.ferred to over and over again as proof positive that evacuation was impossible,'and that no 11
[ cense should be granted. 'However, the reality of the evacuation is that
' the required area is only 10 nules. This distance,
. in any direction fkom Shoreham, leads to rela-7 tively uncrowded communities or,ofcourse,Iang Island Sound. In addition, the largest part of the e
area of the 10-mile circle would be along its outer
! perimeter, mabnf it possible for the majority of
- the affected residents to literally walk out of the 10-mile sone. In short, the required evacuation.
[ presenta no serious problem at all.
[
Doesn't it Locome obvious that the LIE has '
t nothing to do with the reality of an evacuation? -
' Of courne. However, the concerna that were ex.
~~
pressed at the hearings had little to do with i that reality. The speakers were unwithng to ac.
i cept Shoreham-and no evacuation plan.would '
please them.
i The fear of a nuclear power plant has oeen well 5
implanted, but the future ef Shoreham si.ould not be sacrificed to unfounded fear. This is exact!
pthe question the heanngs should have occid I
Are there legitimate otnections that are based on -
'. i. -
,I. some, inability to evacuate a 10-mile area?
