Dear Mr. Parler:

I am writing with regard to the proposal you are drafting that would license nuclear plants for full operation over the objections of local and state officials. I understand that this proposed rule change would allow the commission to waive its requirement that state and local authorities participate in plans to evacuate people within a ten mile radius. I also understand that you are considering plans to shrink the circumference of the evacuation zone from ten miles to one mile.

Do you really believe that the effects of a nuclear accident would not extend for more than one mile? This reflects a complete lack of concern for the health and safety of local citizens.

Your proposal would grant Lilco, owner of Shoreham, more power than local and state authorities. This clearly undermines the democratic process. Let me remind you of the definition of democracy: " government in which the supreme power is vested in the people and exercised through a system of direct of indirect representation usually involving periodically held elections."

Lilco is not "the people". Lilco is not a representative government.

Lilco is a corporation. According to Suffolk County studies, the ten miles surrounding Shoreham cannot possibly be evacuated. For this reason, the citizens of Suffolk County, Suffolk County officials and the State of New York do not want Shoreham in full operation. Your proposal would grant Lilco more authority than the citizens and their government. This is a frightening threat to democracy.
