NOTIFICATION OF UNUSUAL EVENT (N0VE)

At approximately 8:30 a.m. (CDT), April 6,1989, Houston Lighting & Power l Company (HL&P) declared a NOVE at South Texas Project (STP), Unit 1, because of a Technical Specification (TS) Limiting Condition for Operation (LCO) requiring reactor shutdown. Prior to the NOVE, STP, Unit 1, was o l reactor power with the No.11 ESF diesel generatorinoperable (DG) perating atof94 percent because j planned maintenance. With one DG inoperable, TS 3.8.1.1 requires testing of the i remaining two DGs within 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br />. DG No. 13 tested satisfactory. At approximately 5:54 a.m. , DG No.12 failed its required operability test. ,

At approximately' 11i46 a.m. (CDT), with STP, Unit 1, at 40 percent reactor power, the No.11 DG was declared operable after successful completion of its postmaintenance test run. At 7:50 p.m. (CDT), HL&P declared the No. 12 DG operable after replacing a defective resistor in the DG governor control circuit and terminated the NOVE.

Neither the licensee nor the NRC plans to issue a press release.

The state of Texas will be informed.

Region IV received notification of this occurrence by telephone from Region IV inspector onsite at 9 a.m. and from the H00 at 8:35 p.m. Region IV has informed EDO, NRR, and PA.

This information has been confirmed with a licensee representative.
