Dear Sir,

u In accorance with the requirements of Title 10, Chapter 10, Code of Federal Regulations, Part 21, IMO Delaval Inc.

hereby notifies the Commission of a potential defect in a component of a DSR Standby Diesel Generator. There exists a potential problem with the starting air distributor system. j IMO Delaval has supplied DSR engines with this potential 1 defect to the following sites:

On July 31, 1987, IMO Delaval was advised of a failure to start a Standby Diesel Generator engine occurring at Gulf i States, River Bend Station. Investigations performed by Gulf I States and by IMO personnel conclude that this failure to start was caused by an accumulation of oil in the start air 5 distributor. The start air distributor is a vital component in the system delivering start air pressure on a timed basis  ;

to the individual engine cylinders. With passages blocked by oil, the distributor is unable to perform its design i function.

Our investigations reveal that during prelube and normal -;

engine operations, oil can migrate through existing lube oil system and components and may accumulate in the start air distributor. The speed at which oil might accumulate is primarily dependent upon component tolerances. j While oil in the start air distributor is acceptable, an accumulation of in excess of approximately 2 - 5 cubic inches of oil may render the system inoperative and the engine unavailable for service.

Page 2 August 7, 1987 US Nuclear Regulatory Commission Corrective action requires'that a drain system be permanently installed in the start air distributor. IMO Delaval is currently designing a system compatable'with other engine systems and will provide this'information to the individual sites by September 1, 1987. (

In the interim IMO Delaval recommends that all start air distributors at the above sites be inspected immediately and drained of excess oil. Note that there are two (2) distributors installed per engine for redundent operation.

This inspection should be repeated on a regular basis (daily) in order that an' accumulation rate be established. This will ,

likely differ between engines. If oil is accumulating, it should be drained on a schedule based on the above. inspection until such time that a permanent drain system can be '

installed.

A copy of this letter will be sent to all of the sites e referenced in paragraph 2 of this. letter as indicated.by-the carbon copy list.

Our evaluation of this matter was concluded on August 5, 1987. 1 Very truly yours. f 1
