Gentlemen:

l By letter dated April 25, 1989, the NRC required Carolina Power & Light Company (CP&L) to submit plans for the inspection and/or modification to the recirculation piping, and any other piping susceptible to Intergranular Stress l Corrosion Crecking (IGSCC) at BSEP-2, at least three (3) months prior to the start of the r. ext refueling outage. A meeting held with NRC on June 13, 1989 f l

provided greater insight to these plans. This submittal describes the plans '

and commitments for the inspection and/or modification of the recirculation l

piping and any other piping system susceptible to IGSCC. These inspections '

and mitigation actions will be performed during the upcoming Refueling  !

Outage 8 at BSEP-2, currently scheduled to begin on September 9, 1989 The j inspections will be performed in accordance with NUREG 0313, Revision 2.

The scope of actions to be taken is divided into five (5) categories:

1) NUREG 0313, Revision 2, Inspections; 2) RWCU Piping Replacement;
3) Hydrogen Water Chemistry Implementation; 4) Criteria for Replacement / Repair, and 5) Schedule for Inspection / Decision Process. Each category is discussed in Enclosure 1 to this letter.

In addition to this scope of actions, CP&L will be performing a chemical decontamination of the Reactor Coolant Recirculation System (RCRS) piping.

The results of the inspections, the specific scope of the overlay applications and/or the RCRS pipe replacement and a description of any further corrective actions will be submitted prior to BSEP-2 start-up.

. . l, ENCLOSURE 1 REFUELING OUTAGE 8 SCOPE OF ACTIONS

1) NUREG 0313, Revision-2, Inspections The BSEP-2, Refueling Outage 8 inspection program will include ultrasonic inspection of the austenitic stainless steel welds in accordance with the recommendations of NUREG 0313, Revision 2, and the requirements specified in the April 25, 1989 Safety Evaluation Report regarding the BSEP-2, Refueling Outage 7, inspections program and results.

Table 2 provides a listing of the 39 welds in this category that will be inspected during the Refueling Outage 8. Four of the welds in this category (i.e., 12 ARA 4, 12ARB4, 12BRH3, and 12BRK1) were added in  !

Category E Welds I There are currently 41 standard design weld overlay repairs on BSEP-2.

1 Two (12ARD2 and 12ARE5) were applied, and three (28B4, 28B3, and 28B4) were upgraded to standard design during the Refueling Outage 7. Table 2 provides a listing on the 21 weld overlays in this category that will be inspected during the Refueling Outage 8.

Category F Welds l Table 2 provides a-listing of'the two (2) welds in this category that will be inspected during the Refueling Outage 8.

Category G Welds Table 2 provides a listing of the two (2) welds in this category that will be inspected during.the Refueling Outage 8.

2) RWCU Pipe Replacement The remaining susceptible portions of the 4" RWCU piping system will be l replaced using conforming 316 stainless steel materials. All new 4" j welds will receive.a preservice, ultrasonic examination.
3) Hydrogen Water Chemistry Implementation Hydrogen WaterLChemistry installation is complete and in operation.

Final acceptance testing is currently in progress.

4) Criteria for Replacement / Repair-i Unit 2 o

Inspections will be performed on five (5) recirculation system nozzle to safe end Inconel butter welds, one of which.will be the Inconal weld overlay on nozzle N2E. If no substantial crack growth is ob: erved. in the N2E indication, and if no unacceptable indications are identified in the other nozzles, the remaining IGSCC l inspection scope will be completed and the unit will be' returned to service. Growth which could be construed as an error in the accurancy of the UT equipment being used will not be considered as I actual growth. Unacceptable indications are defined as those.

indications which could not be accepted by fracture mechanics analysis, and would require weld overlay reinforcement. However, should new indications which are acceptable by analysis be  ;

identified in any of the original nozzles, the remaining.5 nozzles j will also be inspected (sample expansion).- If any unacceptable j indications are observed on any of the nozzles, the recirculation system replacement (risers, safe ends and nozzle butter) will be ,

i performed in the Fall 1989 refueling outage. -Otherwise, the {

recirculation system replacement (risers, safe ends and nozzle butter) will be performed during the following (Refueling 9) outage.  ;

o The thermal sleeve' attachment welds of all ten (10) recirculation syst -. inlet safe ends will be inspected.. If any indications are identified that cannot be accepted by. fracture mechanics' analysis or
