2. 30703 - Exit Interview The inspectors met with the licensee representatives indicated in paragraph 1 at the conclusion of the inspection on September 19, 1986, and summarized the scope and findings of the inspection.

At no time during this inspection was written material provided to the licensee by the inspector.

3. 92706 - Independent Inspection Effort The inspector observed personnel and vehicle searches at the main protected area access point and personnel searches at the B-South exit, and reviewed the licensee's NRC approved Security Plan. The inspector also toured the protected area and reviewed the licensee's use of compensatory measures during construction of the C Building addition. The inspector noted that, as a result of construction activities on site, a formal revision to the Security Plan in accordance with 10 CFR 70.32(e) will have to be submitted within 2 months of the changes.
4. 85203 - Facility Organization and Management Controls The inspection included discussions with management and review of the licensee's Fundamental Nuclear Material Control Plan (FNMCP). The licensee is presently in the process of revising its FNMCP to more accurately reflect current practices.

The licensee's annual management review and audit program was reviewed by the. inspector and the following violation was identified:

Section 8.2 of the licensee's FNMCP requires that the nuclear material control and accounting procedures and management of the overall system of special nuclear material control will be reviewed and audited by individuals independent of the Nuclear Material Manager every twelve months.

, 4 Section 4.1.3. of the licensee's FNMCP requires that the Manager of Quality Control Engineering to conduct a review and audit of the ongoing SNM Measurement Control Program every twelve months. However, he is not directly responsible for data collection and monitoring. This audit is included with the overall management systems audit and both audits are scheduled by the Quality Steering Committee. The results of these reviews and audits,with recommendations, are furnished to the President UNC Naval Products and the Nuclear Material Control Manager.

The inspector determined on September 17, 1986 that the review and audit of the licensee's nuclear material control and accounting procedures and management of the overall system of special nuclear material, including the ongoing SNM Measurement Control Program, was not completed by the Manager of Quality Control Engineering within 12 months of the previous review and audit. The previous review and audit was during the months of March and April 1985 and the results were documented on April 19, 1985.

The next review and audit was not until July 10, 1986, and the results were still in the process of review by the Quality Steering Committee.

Failure to comply with Sections 8.2 and 4.1.3 of the FNMCP is a violation of NRC requirements (70-371/86-10-01).

5. 85205 - Facility Operations and Internal Controls The inspector reviewed the licensee's FNMCP and appropriate procedures on storage and internal control of special nuclear material (SNM) apnlicable for the seven material balance areas (MBA's) and six item control areas (ICA's).

The licensee maintains a current perpetual inventory for both the facility as a whole and for each MBA and ICA. All stored materials were identified by measured SNM quantities and enrichments.

The inspector determined through review that the licensee had properly prepared and maintained control of SNM transfer documents. The inspector reviewed all of the MBA and ICA transfer documents for SNM issued in the physical inventory period of November 22, 1985 - January 10, 1986 for:

number of items, quantity of SNM transferred, location, timeliness, and signature of the authorized custodians / delegates involved in the transfer.

The values were compared to the central control record system and also compared to the physical inventory reconciliation for the period ending January 10, 1986. No discrepancies were identified.

6. 85207 - Measurement Systems The inspectors performed an independent overcheck of the licensee's element inventory to assure that the inventory was free of gross defects and that a formula quantity of U-235 was not missing. Elements selected were measured using a Brookhaven Survey Assay Meter (B-SAM III) with a 2" x 2" Nal Crystal Detector. The inspectors stratified the element population by nominal U-235 loadings. There were 13 substrata on inventory. Two substrata and a portion of a third substrata were chose for verification by attribute testing. One element, chosen at random from each substratum, was used as the standard. The inspectors independently verified the loadings of the " standard" elements by a review of licensee documentation. Of the elements measured, no sample item was found to be gross defective (>20% difference) and no formula quantity of U-235 was found to be missing.
