Area Inspected: Physical Inventory of Special Nuclear Material (SNM).

Results: One violation was identified: failure to affix the tamper-safe seals as described in the licensee's NRC-approved Fundamental Nuclear Material Control Plan (Paragraph 3).

. 2. 30703 - Exit Interview The inspector met with the licensee representatives denoted in paragraph 1 at the conclusion of the inspection on March 21, 1986, and summarized the scope and findings of the inspector.

At no time during this inspection was written material provided to the licensee by the inspector.

3. 85211 - Physical Inventory The licensee st'arted the physical inventory on March 14, 1986. The previous inventory was started on January 10, 1986. This was in accordance with the licensee's requirement to conduct an inventory at least every 65 days. Written inventory instructions had been issued ;o all team members. The physic.al inventory was completed on March 16, 1986 and was not witnessed by the NRC inspector.

The inspector determined the accuracy of the inventory by randomly selec-ting various items from the, inventory lists for reconciliationThe with the inspector actual items located in Material Balance Areas 1, 3, and 7.

also confirmed that the licensee had conducted required checks during the inventory in accordance with the NRC-approved Fundamental Nuclear Material Control Plan (FNMCp), applicable license conditions and regulations.
