Areas Inspected: Security Plan and Implementing Procedures; Security Organization; Records and Reports; Locks, Keys, and Combinations; Physical Barriers - Protected Areas; Physical Barriers - Material Access Areas; Compensatory Measures; Assessment Aids; Access Control (Personnel - Packages (SSNM) - Vehicles); Detection Aids (Protected - Material Access Areas); Alarm Stations; Communications; Personnel Training, Qualification - General Requirements; and Safeguards Contingency Plan Implementation Review. The inspection involved 23 inspector hours on-site by one NRC region based inspector. The inspector also participated in an NRC-NMSS Safeguards Program Review and Regulatory Effectiveness Followup Assessment.

Results: The licensee was in compliance with NRC requirements in the areas examined during the inspection. The findings of the Safeguards Program Review and Regulatory Effectiveness Follow-up Assessment will be provided to the licensee by NRC-NMSS.

2. MC30703 - Exit Interview The inspector met with licensee representatives (denoted in paragraph 1) at the conclusion of the inspection and summarized the scope and findings of the inspection.

At no time during the inspection was written material provided to the licensee.

3. MC92713 - Independent Inspection Effort During-this inspection, the inspector accompanied the NRC Physical l

Security Licensing Reviewer from the Office of Nuclear Material Safety and Safeguards (NMSS) on a general Safeguards Program Review including direct observation of implemented and/or proposed changes to the licensee's program as a result of the previous Regulatory Effectiveness Review conducted on February 13-17, 1984. The inspector found all imple-mented changes to be in conformance with the NRC approved security plan.

4 Proposed changes are under review by NRC-NMSS and the licensee will be informed of their acceptability upon conclusion of that review.

MC81018 - Security Plan and Implementing Procedures The inspector reviewed the licensee's implementation of License Conditions 9.2 and 9.3 issued by NRC on April 2 and 26, 1985 and found the licensee to be in compliance. Implementation was verif teri by direct observation of the security force personnel in the performance of their duties.

5. MC81022 - Security Organization The inspector reviewed security personnel staffing and confirmed that sufficient personnel are available to meet.the NRC approved physical security plan.
6. MC81038 - Records and Reports The insper: tor reviewed the completion of the Protected Area visitor access control register for the period July 16-19, 1985, SSNM registers for July 17, 1985 and special records documenting the results of the NRC

Regulatory Effectiveness Review. All records were found to be well maintained, properly classified and completed 'in accordance with the NRC approval physical security plan and the licensee's implementing procedures.

7. MC81046 - Locks, Keys and Combinations a

The inspector observed both protected and material access area locks and keys and/or combinations in controlled use during this inspection and confirmed conformance with the NRC approved physical security plan and the licensee's implementing procedures.

8. MC81052 - Physical Barriers - Protected Areas The inspector observed all fence and structural barriers forming the ,

protected area perimeter and found them in conformance with the NRC approved security plan.

9. MC81054 - Physical Barriers - Material Access Areas The inspector observed the interior and exterior barrier feature of the East and South plant buildings and found them in accordance with the NRC approved security plan.
10. MC81064 - Compensatory Measures The inspector observed the implementation of compensatory measures in conjunction with two, ongoing construction projects in the protected area. These measures were found to be in conformance with the NRC approved physical security plan, safeguards contingency plan and the licensee's implementing procedures.
11. MC81066 - Assessment Aids The inspector observed various assessment aids used in the CAS and SAS and confirmed that they were in conformance with the NRC approved security plan.

12. MC81070 - Access Control - Personnel i

The. inspector observed personnel being processed in and out of the i protected area and observed special measures associated with Material Access Areas on each day of this inspection. The inspector confirmed that the personnel access control program was being implemented in

accordance with the NRC approved physical security plan and the licensee's implementing procedures.

13. MC81073 - Access Control (Packages - SSNM)

The inspector requested the licensee to conduct special testing of SSNM detection system capabilities on July 18, 1935. All test results were positive and conformed to the requirements of the NRC approved physical security plan.

14. MC81074 - Access Controi - Vehicles The inspector confirmed that the licensee.was escorting and processing vehicles in/out of the site protected area in accordance with the NRC approved physical security plan and the licensee's implementing proce-dures. Direct observations were made on July 18, 1985. One vendor delivery' vehicle and one contractor vehicle were observed by the inspector under required surveillance.
15. MC81080 - Detection Aids - Protected Areas The inspector observed 80% of the licensee's intrusion detection alarm system in response to walk-through penetration tests conducted on July 18, 1985. The remaining 20% was not tested. Test results conformed with the NRC approved physical security plan and the licensee's implementing procedures.
16. MC81080 - Detection Aids - Material Access Areas The inspector observed the licensee conduct four tests of different alarmed portal barriers enclosing Material Access Areas on July 16 and 18, 1985. All annunciations were in conformance with the NRC approved physical security plan and the licensee's implementing procedures.
17. MC81084 - Alarm Stations The inspector confirmed that the Central Alarm Station (CAS) and Secondary Alarm Station (SAS) operators were performing their duties

-consistent with the NRC approved physical security plan and the licensee's implementing procedures. Effective command and control practices were evident in support of inspector requested licensee response tests conducted during the inspection.

18. MC81088 - Communications The inspector monitored radio voice transmissions among the CAS operators and the SAS operators and other members of the security organization.

The inspector confirmed that equipment and operator performance were in accordance with the NRC approved physical security plan and the licensee's implementing procedures.

19. MC81501 - Personnel Training and Qualification - General Requirements The inspector observed two intrusion, one hostage and one fire drill on video cassette tapes made in conjunction with special training being administered to members of the security organization. The licensee has expanded the use of drills to make the training program more realistic and professional. A contraband detection aid kit has also been developed to use during security personnel training. The training program was found to be in conformance with the NRC approved physical security plan, safeguards contingency plan and personnel training and qualification plans. .The inspector viewed the improvements in the training program as a management initiative indicating attention to the security program.
20. MC81601 - Safeguards Contingency Plan Implementation Review The inspector reviewed the plan, including implementing procedures, and confirmed that the licensee's capabilities are in conformance with the NRC approved safeguards contingency plan.
