2. 30703-Exit Interview The inspectors met with the licensee representatives (denoted in paragraph 1) at the conclusion of the inspection on May 10, 1985, and summarized the scope and findings of the inspection. At no time during this inspection was written material provided to the licensee by the inspectors.
3. 92701-Licensee Action on Previous Inspection Findings (Closed) Inspector Follow-Up Item (82-15-02; 83-12; and 84-05) - A review of the calculations performed by Nuclear Fuel Services, Erwin, Tennesee, and Babcock and Wilcox Navy Operations, Lynchburg, Virginia were to be made to ensure that data points used were generated over the same time period. All data points are now generated over the 60 day material balance period. The LE's are now approximately the same for the three facilities; thus, eliminating S/R differences. All significant shipper -

receiver differences have been resolved by the licensee.

(Closed) Inspector Follow-Up Item (84-09-01) - Analytical results of six finished fuel samples and two sectioned elements were received from the New Brunswick Laboratory and compared to .the assigned inventory values.

No significant differences were identified.

4. 85207-Measurement Systems The licensee analyzed the uranium content of six standards provided by the NRC inspector. The liquid standards were prepared with normal uranium and certified by the New Brunswick Laboratory (NBL). The uranium concentrations and matrix were within the normal range of the material the licensee routinely analyzed.

One analyst, using the gravimetric Davies and Gray titration, performed the test. -The results of the test showed that the analyst did not have a significant bias.

As a verification of_the licensee's measurement capabilities on actual finished fuel material, twelve samples were taken for analysis.

Duplicate samples were obtained by the inspector to be sent to NBL for independent verification of analysis. On completion of the analyses by both laboratories, a statistical evaluation will be made. Inspector i Follow-Up Item (85-07-01). -

5. 85215-Records and Reports The inspector audited the nuclear material control records and reports for the material balance periods of September 7 - November 9, 1984, and November 9 - January 11, 1985. All line items _on the SNM Inventory reports for the two material balance periods were traced to source documents, cross checked to the records maintained by the licensee and to the DOE-NMMSS computer tabulations. The licensee's ledgers were add-checked for accuracy for the same period. Nuclear Material Transaction Reports (DOE /NRC Form-741) that documented receipts, shipments, measured discards, timeliness, format, and accuracy of content were reviewed. No discrepancies were identified.

Material Status Reports (DOE /NRC Form-742) submitted for the material balance period ending September 30, 1984 were also reviewed in the same manner. No discrepancies were identified.

l The inspector determined that the licensee's control and subsidiary

records for the periods under review were adjusted to the results of the physical inventories as required by NRC regulation.
