Subject:

McGuire Nuclear Station, Unit 1 and Unit 2 Docket Numbers 50-369, 50-370 Revision to Violation Response issued by Duke Energy Sept. 4,1998 I

On August 7,1998 the Nuclear Regulatory Commission issued a Violation against 10 /

CR 50 Appendix B, Criterion Vil " Control of Purchased Material, Equipment and d Services" to McGuire Nuclear Station. The Violation was Severity Level IV associated with vendor work on Emergency Diesel Generator refurbishment services. Duke Energy acknowledged there was a violation of regulatory requirements in a response dated September 4,1998. Included amongst the Corrective Actions Complete was the following:

4 "7. Replaced all EDG springs with original Nordberg supplied springs with the exception of one inner spring."

On February 23,1998 during a performance run on the 1 A Emergency Diesel Generator a broken spring was discovered on right sixth cylinder (6R). Upon further investigation, it was discovered that four springs had not been replaced with original Nordberg springs on the 1 A engine. A Corrective Action Program Report was initiateo to determine the cause and establish corrective actions regarding this discrepancy between previous intended and actual corrective actions. (PIP M-99-0834)

The 1 A diesel generator operability was not adversely impacted by the broken spring in the 6R cylinder. Corrective actions include a review of the other engines during available down time to ensure that acceptable springs are in place on each engine.

Based on the sequence of previous spring replacements, it is expected that the 1 A 9904010215 990323 PDR ADOCK 05000369 G PDR _

engine was bie only engine without original Nordberg replacements. This memorandum is intended to correct the docketed violation response cited in the text above as item 7 in Corrective Actions Complete. Although not accurate, this statement was judged not to be safety significant within the context of 10 CFR 50.9 and will not be reported under that requirement.
