1AFEGUARDS INFORMATION JUL 071988 Duke Power Company ATTh. Mr. H. B. Tucker, Vice President Nuclear Production Department 422 South Church Street Charlotte, NC 28242 Gentlemen:

SUBJECT:

REPORT NOS. 50-269, 50-270 AND 50-287 This acknowledges the receipt of your letter of May 25, 1988, which trans-mitted Revision 25 to the Oconee Physical Security Plan.

Our review of the changes has found portions to be consistent with the pruvisions of 10 CFR 50.54(p). Other portions require further clarifications or review by an inspector onsite. Additionally, tha' portion of the plan which addresses the vital and bullet resisting barriers for the central alarm station is being referred to the Office of Nuclear Reactor Regulation for review relative to the location of the barriers and the materials used for bullet proofing.

At this time, no changes or modifications are required relative to the design and configuration of the barriers for the alarm station. Our concerns were discussed on June 28 and 22, 1988, with Mr. R. Cross of your staff and Ms. C. Perny of this office. The enclosure to this letter details those areas of the plan which will be reviewed onsite, reviewed by NRR, or require further clarification.

The enclosure to your letter is being withheld from public disclosure because it contains Safeguards Information and must be protected in accordance with the provisions of 10 CFR Part 73.21.

Should you have any questions concerning this letter, we will be glad to discuss them with you.

Sincerely, So W
