PROPOSED CHANGE IN LICENSE FACILITY NO. R-101 (DOCKET #50-224 )

Dear Secretary:

I write to support the City of Berkeley's petition to the Commission to allow them to intervene in the license amendment proceedings, and to support its request for hearings and further relief.

The City's requests are based on its responsibility under law for the overall health and safety of its residents as well as the University's dependence on the City's emergency services should there be any problems which may result from the decommissioning. j Further, I gather that there are possible safety problems associated with the dismantling of the Etcheverry reactor, as well as with the process described to notify residents in the effected neighborhoods.

Under these circumstances, the city's requests appear to be most reasonable and, I hope, will gain a sympathetic hearing from the Com-mission.

Having red the propossed change of facility license number R-101 (Docket #50-224) and in recognition of the fundemental flaws in the University of California's propossed issuance of orders authorizing disposition of component parts and terminating f acility license, I ask you to strongly note the City of Berkeley's amendments.
