APPENDIX A NOTICE OF VIOLATION Arkansas Power & Light Company Dockets: 50-313 Arkansas Nuclear One 50-368 Operating Licenses: DRP-51 NPF-6 During an NRC inspection conducted on August 22-26, 1988, a violation of NRC requirements was identified. The violation involved a failure to take prompt corrective actions in responding to a reactor cooling system (RCS) leakage event.

In accordance with the "General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1988), the violation is listed below:

Criterion XVI of Appendix B,10 CFR Part 50, requires, in part, that conditions adverse to quality such as malfunctions and deficiencies are promptly identified and corrected. The licensee has implemented this requirement, in part, in Operations Procedure 1103.13 Revision 8. "RCS Leak Detection," which specifies operator actions in response to unidentified RCS leakage.

Contrary to the above, during the period of August 21-25, 1988, the licensee failed to implement corrective actions to identify, quantify, and isolate an RCS unidentified leakage event in a timely manner.

This is a Severity level IV violation. (Supplement 1) (313/8828-01)

Pursuant to the provisions of 10 CFR 2.201, Arkansas Power & Light Company is hereby required to submit to this office, within 30 days of the date of the letter transmitting this Notice, a written statement or explanation in reply, including for each violation: (1) the reason for the violation if admitted, 2)thecorrectivestepswhichhavebeentakenandtheresultsachieved,

3) the corrective steps which will be taken to avoid further violations, and
4) the date when full compliance will be achieved. Where good cause is shown, consideration will be given to extending the response time.
