-During an NRC inspect. ion conducted September 5 through October 16, 1990, a
- violation of NRC requirements was identified.
In accordance with the " General Statemont of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C'(1990) (Enforcement Policy), the violation is listed below:
-I Unit 1 Technical Specification 6.5.1.6.d requires that the plant safety
-i committee shall.be responsible for " Review of all proposed changes or modifications to plant systems or equipment that affect nuclear safety."
i Contrary to the above, the plant review committee performed an inadequate review.of a proposed modification to equipment that affects nuclear safety in that the safety analysis for Temporary Modification Package 90-1-029-did not identify that Switch HS-1007A controlled pressurizer heaters RUB-14 and -1, As a result, on October 10, 1990, six_ pressurizer heater elements were energized with the pressurizer drainsi.
This is atSeverity Level IV violation.
