,. NOTICE OF VIOLATION Arkansas Power & Light Company Docket: 50-313 Arkansas Nuclear One, Unit'l Operating License: DPR-51 oo , ,

. During an NRC inspection conducted on July 1 through August 15, 1989, a violation of NRC requirements was identified. The violation involved the

. failure to provide adequate repair instructions in a procedure required by

- Technical Specification (TS). In accordance with the " General Statement.of Policy and Procedure for NRC Enforcement. Actions," 10 CFR Part 2,' Appendix.C (1989) (Enforcement Policy), the violation is listed below:

Unit 1 TS 6.8.1 requires that written procedures be established, implemented, and maintained covering the activities recommended in Appendix A of Regulatory Guide 1.33, November 1972. Appendix A, Item 9.c, requires' procedures for the repair'or replacement of equipment. Plant Procedure 1402.061, Revision 5, " Disassembly, Inspection, and' Reassembly of Unit 1-Service Water Pump," has been established.in accordance with this'TS.

. Contrary.to.the above, Procedure *1402.061 did not contain adequate-instruction:for the repair and restoration of Service Water Pump P-48.

Specifically, the procedu're did not require the use of e.xternal cooling water for the "run-in" of the packing nor did the procedure provide- any details.on the'use of external cooling water. On July ~ 14, 1989, the licensee determined that the motor to pump shaft failed due, in part, to the improper application of external cooling during the "run-in" of the packing.'

Pursuant to the provisions of 10 CFR 2.201, Arkansas Power & Light Company is hereby required to submit to this office, within 30 days of the date of the

, letter transmitting.this Notice, a written statement or explanation in reply, including'for each violation: (1) the reason for the violation if admitted, (2) the corrective steps which have been taken and the results achieved, (3)'the corrective steps which will be taken to avoid further violations, and (4) the date when full compliance will be achieved. Where good cause is shown, consideration will be given to extending the response time.
