During an NRC inspection conducted May 15-19, 1989, a violation of NRC requirements was identified. The violation involved poor radiological work practices. In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C, 53 Federal  ;

Register 40019 (October 13, 1988), the violation is listed b Q w: I Failure to Follow Procedure Technical Specifications 6.10 and 6 11 for Arkansas Nuclear One, Units 1 and 2, respectively, require that procedures for personnel radiation safety shall be adhered to for all operations involving personnel radiation exposure, l l

Radiation Protection Procedure 1612.002, " Access and Control of Radiologically Controlled Areas," states that " Step-off pads are placed at exits from more highly contaminated areas. The step off pads indicate the portion of protective clothing which should be removed when leaving {

the area." It requires that, " Individuals shall observe step-off pad  ;

instructions . . . ."  ;

The instructions on the step-off pads read, "Stop. Remove contaminated clothing."

Contrary to the above, on May 16, 1989, the NRC inspector observed an individual, who had been working inside the high pressure turbine housing within a contaminated area, cross a step-off pad into a clean area without first removing potentially contaminated protective clothing.

This is a Severity Level IV violation. (Supplement IV)(313/8924-01; 368/8924-01)

Pursuarit to the provisions of 10 CFR 2.201, Arkansas Power & Light-is hereby required to submit to this office, within 30 days of the date of the letter transmitting this Notice, a written statement or explanation in reply, l including for each violation: (1) the reason for the violation if admitted, l (2) the corrective steps which have been taken and the results achieved, l

(3) the corrective steps which will be taken to avoid 'arther violations, and j (4) t..e date when full compliance will be achieved. Waere good cause is shown,  !

consideration will be given to extending the response time. {
