SUBJECT:

COOPER NUCLEAR STATION - GENERIC LETTER 84-09, "RECOMBINER CAPABILITY REQUIREMENTS OF IC CFR 50.44 (TAC NO. M84046)

By letters dated June 29, and July 20, 1984, Nebraska Public Power District (NPPD), the licensee for Cooper Nuclear Station (CNS), responded to Generic letter (GL) 84-09. Due to the facility's use of an air containment atmosphere dilution (ACAD) system, the facility was found to not meet the GL 84-09 _

criteria for consideration as not having a purging /repressurization system as its primary means of combustible gas control. The facility was therefore considered subject to the recombiner requirement.

NPPD subsequently modified the facility to convert the ACAD system into a nitrogen containment atmosphere dilution (NCAD) system, eliminating the potential post-accident oxygen source. Also, all other potential post-accident sources of oxygen supply to the containment have been eliminated.

The facility thus meets the GL 84-09 criteria.

Our safety evaluation (SE) is enclosed. This concludes our efforts on TAC No M84046.
