Dear Mr. Keppler:

This letter serves as an interim report pursuant to 10CFR50. 55 (e) on the potential deficiency associated with the evaluation of a change in soil parameters which affected the Diesel Generator Building floor response spectra. Mr. J. McCormick-Barger of your office has notified on April 18, 1985, by Mr. T. A. Boss of the Cleveland Electric Illuminating Company that this problem was being evaluated per Deviation Analysis Report 234.

Description of Deficiency It had been determined that a change in soil parameters caused a fundamental frequency shift, affecting our Diesel Generator Building. Gilbert / Commonwealth, Inc. (G/C), our Architect / Engineer, had evaluated this change for impact on the structural accelerations, but not on the floor response spectra. G/C Inc. filed a 10CFR21 report on this subject on April 2, 1985.

-April 29, 1985 letter to Mr. J. M. Taylor of the NRC, preliminary evaluations indicate that this item does not constitute a substantial safety hazard.

G/C is scheduled to complete their final documentation by May 31, 1985. We will provide our next report on this subject after receipt of this documentation.
