Attached please find a report describing a Notification of Unusual Event at the Palo Verde Nuclear Generating Station (PVNGS). This report addresses a required plant shutdown arising from plant conditions outside the Technical Specification Limiting Condition For Operation related to Reactor Coolant System Unidentified Leakage.

This report is prepared and submitted pursuant to Table 5.1-1 of the PVNGS Emergency _ Plan. By copy of this letter we are also forwarding a copy of the report to the Regional Administrator of the Region V Office and other offsite authorities.

-Docket No. STN 50-528 License No. NPF-41 At approximately 0800 MST on July ll, 1985, the NRC Operations Center was notified,:via the Emergency Notification System, of.  ;

the declaration of a. NOTIFICATION OF UNUSUAL EVENT for Unit 1 of the Palo Verde Nuclear Generating Station (PVNGS). The

. NOTIFICATION OF UNUSUAL EVENT was required by the Emergency Plan Implementing' Procedure'(EPIP) '02 that= requires reporting of

" Tech. Spec. LCO Action Statement ~. requires Rx Shutdown,'or .

prevents' return to operation pending Engineering Evaluation."

A primary coolant unidentified leak rate of approximately 1.2 1

. gpm was noticed at about 0400 MST on July 11, 1985. This exceeded L'

the Technical Specification 3.4.5.2 value of 1.0 gpm. Four hours later, the leakage had still not been identified placing the unit:into an ACTION Statement that required being-in HOT STANDBY within six hours. A NOTIFICATION OF UNUSUAL EVENT was declared

- at-that time.

A special, one-time Technical Specification extension was requested and. granted to Tech. Spec. 3.4.5.2 which allowed an additional 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> to. reach COLD SHUTDOWN. All. ACTION State-ments.were complied with and no releases of radioactive material

. requiring offsite response or monitoring occurred.

. An ongoing reevaluation of; leakage rate allowed the NOTIFICATION 0F UNUSUAL EVENT to be terminated at 2105 on July 11', 1985.
