U ;At 14'00 on October'31,.1986, Palo' Verde Unit 2 was in. Mode 1,(POWER OPERATION) at 100 percent reactor power, when_the Containment Building Atmosphere-Monitor (RU-1) had been -inoperable for more- than . 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br />. The. monitor,iwhich samples radioactive.

gaseous effluents in the. containment building was initially ' declared inoperable on

' October 28, 1986.

. As~ required by' Technical-Specification Table 3.3-6, Action 27, the movable' a'i r monitor

, was placed in service. Since this monitor covers the same range as RU-1 and showed no abnormal radiation levels -during -this' time, no threat to the health and safety

of-the public. existed.

During the quarterly preventative maintenance work on RU-1, a cracked 'dri0e belt on the monitor. pump was detected ~. .As a prudent action,.RU-l'was_ declared inoperable

- to offeet ' replacement- of the belt '.rather then wait; for a failure . to occur. A work order.was issued and a qualified belt was obtained from the vendor for replacement.

--The monitor was returned to operable status at 1431.on October 31, 1986,-31 minutes af ter the:72 hour period was exceeded.

An engineering analysis has attributed the cracking of the belt to normal component -

' aging. Since the regularly scheduled preventive -maintenance detected the problem prior to failure, no changes to the schedule are currently planned.
