O PALO VERDE NUCLEAR GENERATING STATION Special Report 2-SR-86-039 Docke t No . STN-529 License No. NPF-51 At 0904 on December 24, 1986, Palo Verde Unit 2 was in Mode 1 (POWER OPERATION) operating at 100 percent reactor power when the Containment Building Atmosphere Monitor (RU-1) was declared inoperable because it would not communicate with the associated mini-computer. A moveable air monitor (RU-53) was placed in line to comply with Technical Specification Table 3.3-6 ACTION 23. Technical Specification 3.3.3.1/ Table 3.3-6 ACTION 27 requires that a special report be submitted to the NRC pursuant to Specification 6.9.2 within 30 days after the number of operable channels is less than required by the minimum channels operable requirement for greater than 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br />. This report is being submitted to fulfill the ACTION 27 requirement s.

A Work Order was issued and troubleshooting commenced in accordance with approved plant procedures. Troubleshooting was conducted, however the cause of the equipment communication problem was not determined. On December 27, 1986, the technicians troubleshoot ing the monitor turned RU-l of f momentarily and then turned it back on.

All indications returned to normal at this time. RU-l was left operating until December 29, 1986. No equipment communication problems were noted since the monitor had been turned back on, so at 1232 on December 29, 1986, the applicable portions of the required surveillance test were completed and RU-l was declared operable.

The root cause of the communication problem is still under investigat lon.
