SUMMARY

OF MANAGENIENT ACTIONS

1. INITIATIVES TAKEN The following list is a synopsis of initiatives by Maine Yankee:
  • Completed in-depth review and revision of FFD policies and pmcedures
  • Streamlined "For Cause" testing guidelines.
  • Revised FFD contractual Special Tenns and Conditions
  • Simplined collection person call-in procedure
  • Initiated contract bids for testing, collection and blind QA services
  • Developed positive test follow-up action checklist
  • Instituted a FFD Benchmark program II. ADMINISTRATIVE ACTION
  • A contracted worker completed a n;gative "For Cause" alcohol test. Altliough the test was negative, alcohol had been consumed within the 5 hour5.787037e-5 days <br />0.00139 hours <br />8.267196e-6 weeks <br />1.9025e-6 months <br /> abstinence period. The individual's unescorted access was suspended for 5 days.
  • An individual failed to report for random testing. The e.dividual was nel a supervisor or a licensed opemtor. The mdividual was tested (negative) and given a three day disciplinary suspension. A memo was subsequently issued to all supervisory personnel reminding them of their responsibility to ensure that employees repon for testing within the required time. Additionally, Collection Site personnel were instructed to provide a courtesy call to security to report individuals who are approaching the three (3) hour limit. Security will also follow-up with the supervisor as a reminder that the individual needs to report for testing.
  • A "near miss" accident occurred involving crane operation. The individuals subsequently requested testing. The results were negative. Procedures were revised to re_quim "For Cause" testing in "near miss" type accidents i_f any observed behavior indicates possible substance abuse.

III. LESSONS LEARNED The lessons learned by Maine Yankee continue to reinforce the necessity of continual program review. As experience is gained by dealing with problems or concerns, policies and procedures are reviewed. Revisions are made to clarify content and to ensure progams represent action steps necessary to address real events that take place.-

- The review process is more effective if it includes tupresentatives from user depanments.

. IV. EFFECTIVENESS EVALUATION j The Maine Yankee FFD program continues to effectively meet the requirements and intent of 10CFR26. A . .

site visit in April indicated the NRC's satisfaction with corrective actions initiated as a result of the-NRC audit conducted in August 1990. Many enhancements have been implemented since the start of the program. Continual self-evaluation and improvement contimic to be a primary objective for Maine Yankee. A FFD benchmark program has been initiated to track number of tests, number of positives and cost figures as part of a continuing effort to quantify the effectiveness of the FFD Program.
