Maine Yankee Restart Readiness Plan  ;

Gentlemen:

E Consistent with the intent of NRC Inspection Manual Chapter 0350, Staff Guidelines For Restart l Approval, we are enclosing a Restart Readiness Plan (RRP) for the startup of Maine Yankee. The plan contains the activities we feel necessary to complete in order to restart Maine Yankee, and also  ;

contains provisions for short-term and long-term actions following restart which will address and l 1 resolve other outstanding issues associated with the plant, l l

Although we are intent on restoring Maine Yankee to an operating condition, the RRP recognizes a substantial amount of work which must be satisfactorily completed in the next several months.

Progress in completing this work, which consists of both hardware changes and programmatic evaluations, will form the basis for submittal of a separate ' Restart Plan Closure Report approximately 30-60 days prior to our estimated restart date. Based on fuel receipt and other well- 4 defined activities in the RRP we believe restart on or around July 15 is achievable. However, l

ongoing RRP evaluations may identify additional work activities which could affect that schedule.

Therefore, we will defer a firm estimate of the restart schedule until submittal of the Restart Plan l Closure Report.

We would like to take this opportunity to affirm our understanding of Region I's application of the Manual Chapter 0350 process and scheduling. Upon submittal of the RRP, we understand that the NRC will schedule a public meeting to discuss the plan and will then issue the Restart Action Plan.

Similarly, shortly after submittal by Maine Yankee of the Restart Plan Closure Report, NRC will

In between the two scheduled meetings discussed above, we would be happy to provide progress updates on implementation of the RRP in meetings either at Region I facilities or the plant. In this regard, we also expect to submit one or more progress reports addressing some of the major activities contained in the RRP appendices.

We believe the Restart Readiness Plan is a quality approach to restart and look fonvard to your review.
