NRC MC&A INSPECTION REPORT NO. 70-1113/97-201

Dear Mr. Kipp:

A routine inspection of your facility's material control and accounting (MC&A) safeguards program was conducted by the Nuclear Regulatory Commission on March 3-7,1997. The enclosed report presents the results of that inspection.

Within the scope of the inspection, one apparent violation, one apparent non-cited violation, one unresolved item, and two inspector follow-up items (IFis) were identified by the inspectors. The violation pertains to the failure of the MC&A Department to adequately review a Chemet Laboratory procedure to ensure consistency of the procedure with the Fundamental Nuclear Material Control Plan.

With regard to the violation, you are required to respond to this letter, and should follow the instruction specified in the enclosed " Notice f Violation," (Enclosure 3) when preparing your response. In the response, you sh uld document the specified actions taken for the violations and any proposed actions to prevent recurrence.
