GRIER REGARDING POSSIBLE SURVEILLANCE OF OI ACTIVITIES In response to the Licensing Board's Memorandum dated March 15, 1984, on "Possible Surveillance of Office of Investigations' Activities," I conducted the investigation j requested by the Board. This is the report of my findings. .

several individuals. Based on the results of these interviews, I have developed my evaluation and conclusions with respect -

to the matters raised in the ASLB Memorandum. These are discussed below.

1. Practice of Observing OI Interviewees l

l There is no practice established by TUGCO which would

] require or assign anyone to maintain surveillance of OI l

l j investigative activities. The TUGCO practice is to coorsrata l i

fully with OI and to provide access to any individual OI l wishes to interview. In connection with gaining access to

individuals for interview, the OI has provided a list of persons to be interviewed and requested TUGCO to schedule the individuals. Arrangements for scheduling interviewees would normally be done through a secretary.

There are two office locations on site where the OI may have conducted interviews. One is the NRC Resident Office. The secretary whose work station is adjacent to the entrance to the office which until recently was the NRC Resident Office stated that she has never been instructed to observe or to maintain a list of OI interviewees and she has never done so on her own. She also stated that she had never been involved in scheduling interviews for OI investigations.

The other location where the OI has conducted interviews is in offices adjacent to the Brown & Root project manager's office. On a recent occasion, the secretary whose work..

station is adjacent to this office was given a list of names and asked to make arrangements for interviews by OI.

She stated that the list was used for purposes of scheduling interviews. She further stated that the list was not put into the files and has been destroyed.

I conclude that the practice of observing OI interviewees has not occurred in the context implied by the ASLB Memorandum.

There has been observation of OI interviewees by a secretary for purposes of scheduling interviews.
