Dear. Homer:

SECOND DRAFT OF CRBRP-EIS UPDATE Enclosed are 15 copies of a second draft of the CRBRP-EIS update. This material includes Section 5.7.2.6 - Transportation of Radioactive Material, Section 5.6.2.7 -

Fuel Cycle Impacts, Section 7.2 - Transportation Accidents Involving Radioactive Material, Section 7.3 - Safeguards Considerations, Appendix .D. - Environmental -

Effects of the CRBRP Fuel Cycle and Tranrportation of Radioactive Materials, and Appendix E - Safeguards Requirements for Special Nuclear Materials at Fixed Sites and in Transit. This version of the EIS update incorporates comments that you and your staff provided at and subsequent to the April 14-15, 1982 meeting.

The latest DOE material of yours or Davis Hurt's comments are not~ incorporated into this version, since they arrived too late (Friday,11:30 am) for us to include them by the time we had to send out this package. We should, however, <

be prepared to incorporate appropriate material during our workshop. In addition, we expect to carry with us draft material responsive to Regis Boyle's recent request for data on repository failures and the relationship between CRBRP.

fuel cycle waste and LWR fuel cycle wastes that justify reference to the EIS on commercially generated radioactive waste for certain environmental impact consi-derations.

In order to generate a memory disk of our manuscript on your IBM System VI word processing unit, it will be necessary that one cf the enclosed copies be " read" into your Optical Character Reader (0CR). It has come to our attention that superscripts, subscripts, equations, and extensive tables are often not picked up by the OCR. (We are enclosing a copy marked in red containing editorial instructions.) If this exercise does not prove to be efficient, we may want to return to the option of PNL preparing camera ready copy at PNL.

i The PNL CRBR team and I look forward to seeing you and your staff at 0830 on l May 12, 1982.

Very truly yours, I. C. Nelson.
