W)le's Scientific Services & Systems Group is the nation's leading laboratory devoted to providing engineering and testing services for the nuclear, fossil-fuel, solar, and advanced energy programs.

We believe that the earliest possible completion of the Clinch River Breeder Reactor Project is in the best interest of the nation.

We support the accelerated site preparation in accordance* with 10 CFR 50.12 which allows non-safety related activities to proceed in parallel with environmental hearings.

The consensus view of knowledgeable scientists and energy authorities through-out the United States supports the rapid development of breeder technology and the immediate construction of the Clinch River Project.

The utility industry reaffirmed its support in a November meeting of the Breeder Reactor Corporation by releasing 22 million dollars for the project support.

The proposed accelerated site preparation will save approximately 30 million dollars per year for the U.S. taxpayer and I request your support on this issue.

July 27, 1982 Nunzio J. Palladino, Chairman Nulcear Regulatory Commission Washington, D.C. 20555 I believe it is imperative that the Breeder Reactor be put on an accelerated schedule for completion. It seems with this amount of fuel already available to fuel the Breeder Reactor for pro-duction of electricity it is a disgrace to our nation not to take prudent advantage of this, particularly when foreign nations are already producing energy from Breeder Reactors safely and efficiently.

I believe the Breeder Reactor to be part of the solution to our long term energy needs. I thereby whole-heartedly endorse the accelerated schedule to complete the Breeder Reactor.

We want to express our concern over the development of the Clinch River Project.

Our diminishing supply of fossil fuels means nuclear power will be necessary to supply our needs for elect;1 city in our expanding economy. Completion of the LFEBR wi 1 give the United States the technology to proceed in develo;ing a long-tena electric energy supply.

l While the environmental and safety factors should be l maintained, we believe the earliest possible completian of the CRBRP is in the best interest of our nation and that site preparation should be facilitated.

Dear Mr. Palladino:

As you know, there was presumed a lack of interest in support of acceler-ated site preparation for the Clinch River Project that was filed February 13.

We would address the matter of " accelerated site preparation" as a very necessary step to get ("LMBR" Research) back on schedule. We believe it is im-perative the USA regain our position once again in the " Reactor" field. It is not being asked that NRC delete any environmental or safety processes, we are dsking that we once again get about our business. -

As you know, the President's October 1981 Nuclear Policy Statement called for expeditious completion of CRBRP, so that longer-term nuclear power needs would be ensured.

Also, the utility industry reaffirmed its support in November 1981 by re-leasing $22 million for project support.

As an avarage size Rural Electric Cooperative that has given its small mite ,

to the Reactor Program to help where it may, we hope you will use your position of influence to continue the struggle for reasonable and adequate power to serve our nation with energy for the future. To do so we need to press onward now.
