Gentlemen:

This letter provides a revised Fort St. Vrain De aeling Emergency Desponde Plan (DERP) and Implementing Procedures for your information. Issue 2 of the DERP was submitted for NRC review by Reference (1). Changes from Issue 1 of the Plan include the incorporation of emergency preparedness provisions for the Independent Spent Fuel Storage Installation (ISFSI), which has been built adjacent to the Fort St. Vrain reactor site. These changes were made pursuant i.c the requirements of 10CFR72 for licensing the ISFSi, Other chances were included as described in Reference (1).

Revisions to DERP Implementing Procedures were subsequently prepared, and the revised Plan became effective on October 11, 1991.

While preparing the Implementing Procedu.; revisions, errors were found in the Plan as submitted in Reference (1). These errors were discussed with Dr. Blair Spitzberg of the NRC Region IV office and Mr. Larry Cohen of the NRC headquarters office. Corrections have been made to the Plan and are described in Attachment 1. The revised Issue 2 of the DERP, enclosed with this letter, supersedes the previous issue 2 of the DERP in its entirety.

The changes were made pursuant to the riquirements of 10CFR50.54(q) and 10CFR72. f Attachment 1 to P-91376 Page 1 DESCRIPTION OF CHANGES Section 4, Emergency Action Levels 2.1, 3.1, and 6.1  ; A typographical error had changed the calculated bul k core-temperature value to 780 degrees F. This was corrected back- to 760 degrees F. , Section-4, page 44 of 78 + The header on this page contained _ a typographical- error labeling it-as Attachment 34.8. This was corrected to Attachment 4.8.

Emergency Action Level 10.5 RIS 7325-1, 2 was deleted from Initiating Event (b),- per the description of changes in Reference (1).

                                                " Loss of special nuclear material or spent fuel" and " Accidental criticality" Emergency Action Levels were incorrectly _ located under-ISFSI One Hour Non-Emergency Events, These emergency events were relocated under- the ISFSI ALERT category as Emergency . of 78) was' updated to reflect this change. Section 8, Page 3 of 8 l Discussion on " Training.for Participating Agencies" was o,ndated.

Attachment I to P-91376 Page 2 Additional changes to sections of the_Defueling_ Emergency Response Plan not previously sent to the NRC include:

  • The Table of Contents was deleted as an actual section of the Plan, Letters of Agreement with .l oca l and contract support organizations were removed from Section 10 of the Plan.

These letters are kept on file, and updated copies are not needed to be kept in the Plan,
