Pursuant to the Freedom of Information Act, 5 U.S.C. 522, as amended, the Coalition for Safe Power requests the following documents regarding Washington Public Power Supply System Nuclear Plant No.2 (Docket No. 50-397):

1. Region V Inspection Report No. 50-397/82-05, dated February 1982, signed March 11, 1982, at page 3 states "Bechtel has reviewed past NRC reports and WPPSS 10 CFR

> 50.55(e) submittels for generic problem areas." Provide all reports, st.udies and/or evaluations done by Bechtel in connection with the aforementioned reference.

In our opinion, it is appropriate in this cane for you to waive copying and search charges, pursuant to 5 U.S.C.

552(a)(4)(A) "because furnishing the information can be considered as primarily benefitting the general public."

Following is the information required by 10 CFR 9.14(c) to make a determination on a fee waiver for search charges for the records in the above request.

1. The information obtained from these records will be used in assessing the everall safety of WNP-2. Such information will be the subject of media attention because there is public concern for the safe operation of the plant.
2. The size of the public that will benefit by the disclosure is the public of Washington and Oregon who are effected by the continuation of construction and operation of the WPPSS project. The Coalition is well known and respected as a source of information by the press of the region.
3. The public will benefit from use of this information because it will be used in assessing the safety of operation 8312270311 830907 PDR FOIA EdLL83-538 PDR

M of the WNP-2. Such information then may be used to ensure that deficiencies are cured and the public health and safety protected.

4. The Coalition will receive no financial benefit from use of the requested materials; the organization distributes information and educationel materials free of charge.
5. The Coalition is a non profit tax exempt organization. It relies upon donations and sales of small merchandise items.
6. (1) If the information received has environmental or safety significance it will be subject to NRC rules and regulations and result in actions which will maintain or improve the public health, safety and welfare.

(31) The regulatory process is improved when the public is present and able to contribute to the in fullest extent possible. Thus the requested records will improve the regulatory process for WNP-2.

(iii) N/A (iv) Insofar as specific issues of nuclear power safety and the Washington Public Power Supply System are and will continue to be matters of great interest and public debate in the Pacific Northwest, this information will contribute to the debate and any policy decisions which may be made.

Such information will raise the quality of the public debate over the WPPSS nuclear pro]ects.

(v) The WPPSS nuclear projects have been, and continue to be, of great importance in the history of the Pacific Northwest. The requested information will add to that history by revealing facts about WNP-2 heretofore not available.
