V D:ar Mr. Grossos Our pending investigation of the Wallace/ Superior Policy and it's impact on their employee's ability to report safety violations, has shown us it is indeed intimidating and threat-ening.

Enclosed is a lettar of reprimand to a Quality Control Inspector. In our interview with Mr. Williams, he states that his supervisor told him to buy off inferior duct,"or else". As the letter states, management investigated the charge, no one else. (__

W3 find it hard to see and unbiased investigation in such matters by this management. Remember, at this time this company was closed twice for safety-related violations.

Also, not to our surprise, Mr. Williams was conveniently laid-off a short time after he exercised what he believed was F~

his duty as a Quality Control Inspector. There have been other occasions that Quality Control individuals have been fired or laid-off for showing concern of safety-violations.

Once again we appeal to you to clarify the rights of an employee in reporting safety-violations.

1 Re: Employee Violation of Wallace/ Superior Policy

Dear Mr. Williams,

This letter is being presented to you personally as a result of certain accusations '

you have made regarding Wallace/ Superior Quality Control Supervisor Mike Mead in such manner as to be in violation of the Statement of Policy letter dated April 6, 1981.

Subject Statement of Policy was personally and fully explained to you together with management's reasons and the necessity for its issuance. Such explaination was made prior to your acknowledgement signing of it in order to afford you f anple opportunity to ask any questions or clarify any misunderstandings you ,

f might have. You clearly understood that Company policy dictates a reporting to I supervisors, your Quality Assurance Manager or Project Director regarding any event which you have witnessed or experienced and believe to be in noncompliance with our contract requirements (particularly those of our Quality Assuraace program). Policy further requirca all such reportig to be ew!e directly to the Company to afford it to take the appropriate corrective action as necessary prior to the matter being brought to the attention of Ebasco, WPPSS or the NRC. With full knowledge, you have chosen to violate our reporting policy. f I

l Whether or not you were sincere in your belief, you directly advised the Ebasco contract 232 Contrcct Manager, John Rex,- that Mike Mead had instr.ucted you to Luy off or accept duct or else. This action was in direct violation of the procedure specified in the aforementioned Statement of Policy in that you had not advised your Senior Qt.ality Control Inspector, Atlan Kragerud nor the Quality Assurance Manager, Al Smith nor any one in our management. Resultingly, no opportunity was given the Company to investigate your accusations or situation prior to Ebasco.

This is exactly one type of situation which mandatied the Statement of Policy.

Your behavior and attitude is clearly one of violation even had such accusations proved valid.

Management has made an investigation regarding this entire matter and has concluded your accusations regarding Mike Mead were without merit, not true, invalid and groundless. Management,through further evaluation,has concluded that as a result of your failure to follow such policy procedures and active violation of the policy, there must be immediate reassignment of you for performance of other duties. We assure you full consideration has been given this matter and remind you that the action taken by management is strictly a result of your violation of Company policy and procedures. It is our hope that you were sincere. We caution MM 5
