- 552, as amended, the Coalition for Safe Power requests the fol-lowing, documents regarding the Washington Public Power Supply System:
1.
In a draft letter from Victor Stello Jr.,
U.S.N.R.C.
Region V, Director dated PCR 9/17/80 to Mr. R.L.
Fergu-son and supplied to the Coalition in response to FOIA 81-199, it is stated on page 2, "As stated in my previous letters to you we are concerned about the quality of con-struction at your WNP-2 site."
Please provide all previous letters, both draft and final.

It is stated in the letter mentioned above on page 2, "The effectiveness of these reviews and implementation of corrective actions to resolve any deficiencies will be e-xamined by our inspection staff."
Previde all material related to such examination by the inspection staff.
3 Provide all NRC documents that discuss or mention the financial status of WPPSS from January 1, 1981 to the present.
- 4. A management meeting was held on February 25, 1981 at the Region V office.
Details of that meeting were outlined in a document dated 3/4/81 signed by 11.11. ruulkenberry, Chief Reactor Construction Projects Branch and J.L. Crews, Acting Di rector, Division of Resident Reactor Projects, and Fn-gineering Inspection.
Under the heading of Region V Presenta-tion it states, "Ilowe ve r, it was stated Region V intends to maintain close surveillance during the coming months, over the activities being performed at the four projects."
Supply all NRC-Staff reports:
a.
on how this "close surveill'nce" was to be achieved; a
- b. made as a result of this "close surveillance"; and c.
any and all analyses made by the NRC of a. or b.
above.

- 5. It is further stated in the document above, "It was also stated that a significant and lasting improvement in licensee performance has yet to be observed, and such improvement is necessary to preclude escalated fut6re.' enforcement ac-tion by the NRC."

Provide all documents that state whether or not such improvements have occured; b.
Provide all documents cencerning what type of
" escalated future enforcement action" may be im-posed.
- 6. On April 28, 1981, the Supply System notified the NRC of a potential 10 CFR 50 55 (e) via Reference 1 due to questionable indications on radiographic film of welds in the safety injection tanks and reactor pump supports furtnished by Comlustion Engineering.
Provide all re-ports both draft and final related to this subject matter.
- 7. Provid.e all documents concerning the discovery of the rahle Fountain Fault near the WNP-2 site.
- 8. Safety Evaluation of the llanford No. 2 Nuc1 car Power Plant Docket 50-397 Issued Date: September 22, 1972 states on page 46, "All seismic category I components, equirment and systems in ASME Code Class 2 and 3 and outside the reactor coolant pressure boundry, will be designed, fabri-cated and inspacted in accordance with the requirements of the applicable codes deliniated above in Section 4.1 System Cuality croup Classification."
Provide all documents re-lating to fabrication, design and inspection of such equip-ment.
Pocuments should include all NRC evaluations.
- 9. Supply all documents showing that WPPSS has adequately defined the stress and pressure limits appropriate for emergency and faulted condition categories for inactive pumps and valves within the reactor coolant pressure boun-dry on WNP-2.
- 10. Supply all NRC Documents concerning the review and eva-luation of the final design of MSLIV system for the WNP-2.

Identify and supply all violations of 10 CFR 50 App.
D issued by the \\'RC Staf f for WNP-1,2,3,4 and 5 12.
Provide all reports and evaluations of confirmatory vibration tests performed on reactors with identical flow rates and core structural design similar to WNP-2.

Page 40 of the SER for WNP-2 dated September 22, 1972 states that " Brown's Ferry will serve as prototype reac-tor for vibration testing..."
Provi de test reports and evaluations for the Browns Perry reactor as it relates to this matter mentioned in the SER.
- 14. SER WNP-2, dated September 22, 1972, states on page 44 "Ifowe ve r, for those other safety-related systems identified in AEC Safety Guide 26, the applicant will be required to provide piping and instrumentation diagrams identifying the boundry limits of each classification group during the con-struction stageg and preferably prior to procurement of com-Fonents."
Supply all documents that show whether or not applicant fulfilled these requirements.
15.
Provide all NRC evaluations of WPPSS dynamic analysis to de*.crmine locations of appropriate pipe supports and re-strai ats as mentioned in section 4 4 of SFR WNP-2.
In our opinion, it is appropriate in this case for you to waive copying charges, pursuant to 5 U.S.C. 552 (a)(4)(A)
"because furnishing the information can be sonsidered as primarily benefiting the general public."
