INCORRECT BORON STANDARDS Consumers Power Company submitted a 10 CFR 21 Report entitled " Defective Boron Standard" on December 22, 1982. This report stated that a boron standard purchased from J T Baker Chemical Company contained less boron than specified on the label. Another Consumers Power Company Report, dated June 3, 1983, (ACK'83*005 as referenced by IE Inspection Report 050-255/83-19) stated that the standard contained the proper boron concentration but the pH was lower than specified on the label. Consumers Power Company stated, during the August 1983 Routine Safety Inspection, that a Supplement to the 10 CFR 21 Report would be submitted. The following is the supplemental information.

On May 23, 1983, an independent evaluation determined that boron standard (Lot

  1. 133107) received from the J T Baker Chemical Company did indeed contain the proper boron concentration (1000 ppm), however, the pH of the boron standard was too low. The low pH interfered with the titration procedure used at the Palisades Plant to the extent that 10% less boron was detected in the standard.

The results of this investigation supports the conclusion that the current Palisades titration procedure is appropriate and will continue to be used.
