As required by 10CFR21, we are notifying you of a potential safety problem at the Palisades Plant, Covert, Michigan (attachment 1). We made a verbal report to Mr. Ridgeway of your office on October 20, 1981, and advised the vendor of the defective equipment to report to Region I and Region III (attachment 2).

We consider this potential safety proble n to have originated with the identified vendor and have advised him of the necessity to investigate and report to the NRC generic implications, if any. Replacement racks have been fabricated and are being instal-led. With this report, we consider our obligations for reporting under 10CFR21 to have been fulfilled.

2. .The facility is Consumere Power Company, Palisades Nuclear Plant. The components.are battery racks for-the safety station batteries.-

3. The firm which fabricated- the racks is - C & D Batteries Division of the Eltra Company, Plymouth Meeting, PA 19462.

4. Welded sub-assemblies were found to have welds with lack of acceptable weld deposit to base metal-fusion.

5. The' defects were identified during the period 10-9-81 y to 10-19-81.
