Dear Mr. Keppler:

This letter serves as the final report pursuant to 10CFR50.55(e) on the potential significant deficiency concerning agreement between FSAR Figure 8.3-6 (Diesel and Diesel Breaker Logic Diagrams) and the present diesel generator logic. Mr. P. R. Pelke of your office was notified February 16, 1984, by Mr. B. D. Walrath of The Cleveland Electric Illtiminating Company (CEI) that this problem was being evaluated and an interim report dated March 16, 1984, was also submitted. This discrepancy was identified during a safety system functional capability review performed for CEI by GDS Associates.

This report contains a description of the potential deficiency and of the evaluation of this condition. As a result of our evaluation, it has been determined that this condition is not reportable pursuant to 10CFR50.55(e).

Description of Deficiency l

Figure 8.3-6 of the FSAR does not conform to other FSAR requirements nor to l Drawing No. B-208-216. Two discrepancies identified are that the FSAR figure does not include the logic for a diesel generator loss of excitation and the figure identifies two five-second delays whereas the design combines them into a single five-second delay. Other discrepancies were also identified.

Mr. James G. Keppler April 30, 1984 Evaluation of Potential Deficiency Our Architect / Engineer, Gilbert Associates, Inc. (GAI), has investigated the situation. They performed a review of the entire diesel generator logic and determined that the design and subsequent wiring of the diesel generator shown on the B-208 (elementary diagrams) and the D-209 (interconnection wiring diagrams) is accurate and in agreement with the wording in the FSAR. Therefore, the identified discrepancies have been determined not to be reportable. The FSAR logic diagram Figure 8.3-6 will be updated to reflect the current design.
