VOGTLE ELECTRIC GENERATING PLANT PRESSURE AND TEMPERATURE LIMITS REPORTS By letter dated May 1,1995, (LCV-0603) Georgia Power Company (GPC) proposed to amend the Vogtle Electric Generating Plant (VEGP) Unit I and ' Unit 2 Technical Specifications (TS),

Appendix A to the Operating Licenses NPF-68 and HPF-81. The proposed change would,in part, convert the existing VEGP TS to the improved TS for Westinghouse plants as represented by NUREG-1431. As part of the proposed conversion, VEGP would adopt a Pressure and

. Temperature and Limits Report (PTLR) which would contain the heatup and cooldown limitations and the Cold Overpressure Protection System (COPS) setpoints that are presently specified in existing TS Limiting Conditions for Operation 3/4.4.9.1 and 3/4.4.9.3, respectively.

' In support of the proposed conversion to the improved TS, enclosed are draft PTLRs for VEGP Units 1 and 2.

The methodology to be used for determining the pressure and temperature limits for VEGP is described in WCAP-14040, Revision 1, December 1994, " Methodology Used to Develop Cold Overpressure Mitigating System Setpoints and RCS Heatup and Cooldown Limit Curves." The associated changes to the TS to incorporate a PTLR are contained in our May 1,1995, submittal (LCV-0603).
