Administrative Controls Technical Specifications

Dear Dr. Weiss:

This letter submits a proposed amendment to the Fort t t. Vrain (FSV)

Facility Operating License and to the Administrative Controls Section of the (FSV) Tcchnical Specifications, Public Service Company of Colorado (PSC) has received a Possession Only License for Fort St.

Vrain, and is in the rsrocess of defueling the reactor in preparition for decommissioning, in support of these activities, PSL has identified organizational changes and program reductions that are more appropriate for a permanently shutdown plant and that will facilitate our transition to decommissioning.

The organizational changes and program reductions that are included in the attached Technical Specification amendment request include the following:

Revise management titles to reflect a staff re-organzation, to be effective in January, 1992.

Delete programs that will not be necessary after all nuclear fuel has been removed from the FSV Protected Area (e.g., Fire Brigade, licensed operators, and the physical security plan).

Delete requirements for Technical Advisors.

Delete the requirement for the Monthly Operating Report.

Attachment 1 - Summary of Proposed Changes Attachment 2 - Proposed Changes Attachment 3 - No Significant Hazards Consider ation Analysis PSC requests NRC approval of the attacned proposed Technical Specification amendment as soon as reasonably possible, to ensure consistency with the revised PSC organization that will become effective in January, 1992.
