Revisions and Updates to the Oregon State University TRIGA F eactor (OSTR)

Physical Secunty Plan Submitted Under the Provisions of 10 CF 9 50.54(p);

License No. R-103, Cocket Nr 50 243.

Gentlemen:

Oregon State University wishes to submit revisions and updates to the OSTR Physical Security Plan in accordance with the provisit.ns of 10 CFR 50.54(p). The changes are all relatively minor and some are simply editorialin nature.

In keeping with the instructions in USNRC generic letters 84-18 and 82 39, specific information regarding the security plan and the 10 CFR 50.54(p) changes is included as a separate enclosure (Enclosure 1) to this letter. Additionally, a page replacement guide and the packet of replacement pages to be inserted into the current OSTR Physical Security Plan are included as Enclorure 2. All new pages have a revision date of October 1990 and the changes on each page are indicated by a vertice!line in the right margin.

All changes and updates to the plan have been re"iewed by the OSTR physical security staff and were approved by the Reactor Operations Committee on October 18, 1990. It was concluded by both groups that the safeguards effectiveness of the OSTR physical security program is not reduced by adoption of the modifications to the plan.

On the contrary, it is our position that the OSTR physical security program will be improved by incorporation of the current revisions.
