Tim Ness, Analyst, speaks on the matter. Mr. Grant and Miss West speak on the emergency broadcast system and the FCC rules; need for EBS equipment and need for additional training on the EBS, evacuation plan, schools and their SOP's, etc. Toxic spills and hazardous materials are addressed, shelter access and other items addressed. Thereafter, on motion of Supervisor Diefenderfer, seconded by Supervisor Mac Elvaine, and on the following roll call vote, to wit:
