Um i mi t i This is in response to your letter of March 2,1994 requesting additional information relative to our proposed amendment of the OSTR Facility License No.

, R-106. Each point in your letter is addressed below:

was removed to simplify the chart. We now feel that it is best to specifically identify that position, and we have therefore enclosed a proposed replacement page which reinstates the Reactor Supervisor box in the OSTR organization chart.

2. We are now proposing to retain the original wording for Technical Specification 4.3.1.e and to add a new sentence so that the specification will now read:

"e. The reactor shall be pulsed semi-annually (interval not to exceed seven and one-half months) to compare fuel temperature measurements and peak power levels with those of previous pulses of the same reactivity value. If the reactor has not been pulsed since the last test pulse, the semi-annual test pulse surveillance may be postponed; however, a test pulse must be performed prior to any further pulsing."
